1.02 Procedure
The competition is open to students, and is designed as a single, open
international ideas competition for the development of a defined urban area of
Berlin. Unless otherwise stated, the procedure follows the UNESCO/UIA guidelines
for international competition and those of the GRW 95. The entries are judged
anonymously. The competition language is English.
1.03 Eligibility
Students with architecture and/or urban planning as their main subjects who have
studied for at least two years are entitled to participate in the competition.
Students who have chosen landscape planning, architecture and art as their main
subjects may only participate in co-operation with students of architecture
and/or urban planning. Co-operation with students from other disciplines, such
as structural and civil engineering, ecology, sociology, etc., is expressly
desired. However, each participant may submit one competition entry only and has
to confirm his/her authorship of the project by his/her signature on the
`Declaration of Authorship´ sheet. Each participant may contribute to one
competition entry only and may
not, therefore, participate in more than one work team.
Each member of a work team must be named and have a right to participate. The
organiser will make efforts to ensure that the competition designs are
recognised by the universities as semester projects.
Participants are not to be related to jury members, either directly or by
marriage.
1.04 Declaration of Consent/Data Protection
All the participants and their collaborators, as well as jurors, expert
consultants, preliminary examiners and guests declare by their participation and
involvement in the competition procedure that they consent to the conditions of
participation laid out in this document.
The UIA Berlin 2002 e.V. Organising Committee has the exclusive authority to
publish reports and announcements concerning contents and procedural details
during the preparatory phase, the congress, and after publication of the
competition results.
By their participation in or contribution to the competition procedure, all
the above-mentioned persons consent to their personal data being stored by UIA
Berlin 2002 e.V. in an automatic database for the purpose of preparing and
running the competition. This declaration of consent is to be confirmed in the
"Declaration of Authorship" (Identification Form) (see 1.14). Personal
data will be deleted on explicit request after the completion of the procedure.

1.06 Dispatch of Competition Brief Documents
The competition documents will be available for downloading as of 1st September
2001 from www.uia-berlin2002.com
They consist of
- information for participants
- competition brief
- overview plans/maps
- site plan/layout plan of existing structures
- aerial views and other photographs
- digital model
- keys
- declaration of authorship (identification form)
Documents may not be collected in person.
1.07 Delivery of Projects
Project items are to be delivered in a sealed envelope to the UIA Berlin
2002 e.V., Koepenicker Strasse 48/49, D- 10179 Berlin, by 27th March 2002, 8.00
p.m. at the latest.
The deadline shall be considered to be observed if the postmark or dispatch note
of a courier service (free of charge for the receiver) bear the date of the
deadline (27th March 2002) or an earlier date. The author is responsible for the
legibility of the stamp on the parcel and envelope. Entries arriving late, or
with a missing or illegible postmark/courier dispatch note or one whose
correctness is in doubt, will be judged subject to subsequent proof of their
having been dispatched in time, which proof the participant will have to submit
on request.
Project documents may not be delivered in person.
Anonymity
To ensure the anonymity of competition projects, they must be sent in closed
envelopes or packaging, marked with 1) the identification code - no
author"s or sender"s names, 2) the heading "Student Ideas
Competition Berlin 2002", and 3) the sender"s name as UIA Berlin 2002.
Marking of Competition Entries
All project items must be marked with the identification code only, chosen by
the author. It is to consist of six Arabic numerals and two letters of the
alphabet, 1cm high and of 4 cm wide, written on every plan, drawing and
explanatory text.
Declaration of Authorship (Identification Form)
The authors of competition projects must send in their identification forms,
filled in with their address, plus a copy of their student identity cards (valid
until the end of the competition period) in a sealed, non-transparent envelope
marked with the identification code, together with the competition project
items.
1.08 Enquiries
Enquiries will be accepted online only and can be submitted until 12 p.m.
(midnight) on Friday, 16th November 2001, under www.uia-berlin2002.com under the
heading "FAQ".
There, participants can read the questions already asked by others. Questions
and answers will be compiled by the organiser and made accessible to
participants on its website.
All replies to enquiries are part of the competition brief.

1.10 Required Design Details
The proposed concept is to be submitted on two sheets of paper (German
standard format DIN A1/ 84.1cm x 59.4 cm), plus one photocopy of each, the
explanatory text and a CD containing these documents in digital format (.dxf
and/or .jpg). The CD will be needed for both the exhibition and publications.
Sheet # 1
The overall urban concept (site plan 1:2,000) with comments on the:
- integration of the competition site into its urban environment,
- optional: building masses (rooftop views, functions, access/circulation,
number of floors),
- optional: landscaping, open-air spaces, water features,
- functional zoning proposal,
- main circulation/traffic routes,
- infrastructure.
Sheet # 2
Perspective representation explaining the basic concept, based on the digital
model, including
- explanatory drawings and text,
- elevations to explain important design elements,
- reference points and visual relationships.
and, in addition:
- a maximum one page of explanatory report (3,500 characters),
- declaration of authorship (identification form - see appendix),
- Index of submitted project items in the order of the list of required design
details to be hung for the exhibition.
At the exhibition, the plans will be hung in upright format directly
alongside one another.
Each participant is entitled to submit one proposal only, without alternatives.
1.11 Assessment Procedure
The preliminary examination and jury session for the competition entries follows
the UNESCO/UIA guidelines for international competitions and the GRW 95.
Experts may be appointed to support the preliminary examiners.
The results of the preliminary examination will be made available to the jury;
the jury is reserved the exclusive right to make the final and binding judgement
of the works.
Basic criteria
- delivery of project items on time, and compliance with the required
formalities
- completeness of required competition design documents and details
Urban design criteria
- the objectives of the redevelopment project
- the nature of urban design concept
- urban design details and parameters
- design and spatial quality
- ecological qualities, environmental compatibility
- spatial programme and functional requirements
- use and functional structuring
- traffic areas, connections, access drives, entrances
- a concept for open areas (landscaping, playgrounds, public squares, etc.)
1.12 Prizes and Distinctions
The jury will confer the prizes and distinctions. A total of 50.000 €,
including VAT is available for prizes and distinctions. The total contains money
and other prizes provided by UIA member associations and other institutions.
The prizes and distinctions will be awarded and distributed following the
jury"s decision, which shall be final. The jury may unanimously adopt a
different distribution, or create groups of prizes.
1.13 Ownership and Copyright
The documents of the projects awarded distinctions will remain the property of
the competition organiser.
The authors will retain the copyright and the right to publish their projects.
The organiser is entitled, even on conclusion of the competition, to document,
exhibit and publish (alone or via third parties) the projects admitted to the
competition any number of times, quoting the names of the authors.
1.14 Declaration of Authorship (Identification Form)
By their signature on the Declaration of Authorship (see attached form) the
competition participants confirm that the projects they have submitted are their
personal creation and are therefore eligible for admission to the competition.
1.15 Publication of Results / Presentation of Prizes / Exhibition of
Competition Projects
Immediately after the final jury session, all participants whose projects have
been awarded distinctions, will be informed of the jury"s allocation of
prizes and distinctions (subject to verification of the authors" right to
participate). All other participants will receive the minutes of the jury
session; the results will als- be published in the press.
The prize presentation ceremony will take place at the 21st World Congress of
Architecture in Berlin.
A selection of the most interesting and innovative competition entries will be
exhibited and identified stating the names of the authors, their professional
disciplines, educational institution and project data. The exhibition will take
place parallel to the world congress. The competition participants and the press
will be informed in good time of the opening date, place and duration of this
exhibition.
1.16 Liability and Return of Documents
The organiser assumes liability for damage to or loss of the submitted
project documents only if and when it is proven that such damage or loss is due
to negligence on his part. In each case, the insurance cover is limited to 200
EUR (two hundred).
On conclusion of the exhibition, the project documents (with the exception of
the prizes and distinctions) may be collected in person from UIA Berlin 2002
e.V., or will be returned on request by mail to participants, at the
latter"s expense, within twelve weeks after conclusion of the exhibition.
All those concerned will be informed in good time of the date and place.
Any projects remaining with the organiser on expiry of this deadline will become
the property of the organiser. The organiser shall be free to dispose of these
works at his discretion.
