The city is a fundamental and universal human creation. It is
a unique centre for social life as well as individual and collective fulfilment.
The frantic, irreversible urban growth that societies throughout the world have
experienced over the past few decades has caused a transformation of cities and
agglomerations, which rarely correspond to inhabitants legitimate needs,
expectations and aspirations.

This world-wide consultation is separated into two categories, one for

The city is a fundamental and universal human creation. It is a unique centre
for social life as well as individual and collective fulfilment. The frantic,
irreversible urban growth that societies throughout the world have experienced
over the past few decades has caused a transformation of cities and
agglomerations, which rarely correspond to inhabitants legitimate needs,
expectations and aspirations.
The Celebration of Cities, initiated by UIA President Jaime Lerner, aims to
encourage architects to undertake real actions to support cities and their
municipal authorities through concrete projects designed to improve the local
lifestyle and give back to cities their qualities, their capacity to develop
communication, solidarity, and creativity. This celebration also offers
architects an opportunity to demonstrate their skills and know-how by playing
the leading role in a practical and sustainable renaissance of the world's
cities.
The international consultation launched by the UIA within the framework of
this celebration is addressed to both architects and students of architecture.
Its objective is to collect their ideas and create a global database of
inventive ways to repair and heal the nerve points of the city, thus opening the
way to a more generalised improvement that will be felt on the long term.
Like acupuncture needles, the projects must be simple and have an immediate
effect, while remaining economical. They may apply to the daily life of the
city's inhabitants, or address extreme situations ; take place in the heart of
the cities, or at its most external limits. The actions may touch on problems
relating to the environment, industry, communication, commerce, basic amenities,
transportation, security, housing, education, culture, or public services.
Projects should integrate the notion of sustainability.
Consultation Structure:
This world-wide consultation is separated into two categories, one for
architects and another reserved to students of architecture. It is structured in
three stages: local, national, and international. All projects will be
adjudicated anonymously.
Local and National Participation:
All of the UIA Member Sections are asked to oversee the organisation of the
local and national levels of the consultation. Their responsibilities include
handling the registrations, receiving the entries, appointing local and national
juries and, hold the jury meetings.

Competitors must contact the Member Section in their country to find out if
it is participating in this consultation.
International Participation:
As part of the national adjucation, UIA Member Sections will select a maximum of
five projects in each category (architects – students) to be submitted to the
international jury. This jury, composed of the members of the UIA Bureau and the
Director of the UIA International Competitions Commission, will meet at UIA
headquarters in Paris on 19 March 2004.
Prizes:
Two grand prizes of 5 000 Euro each (one per category)
Ten prizes of 1 000 Euro (1 prize per UIA Region in each category)
Twenty honourable mentions (two per Region and per category).
All of the above projects will be exhibited at the UIA World Congress in
Istanbul, in 2005. One free registration to the Congress per project will also
be granted for each of the 12 prize-winning projects.
Entries:
Competitors must present their project on two, A1 format panels that show the
present state of the relevant site as well as their proposal and an explanatory
text of 500 words maximum. Scale and style of presentation are left to the
competitors judgement. An electronic version of the project on CD-Rom must be
sent with the paper version.
