Duggan Morris ArchitectsYarışma BilgileriMersey Basin Campaign invites submissions for an international open design competition for the design of an innovative, architecturally striking and unique signature structure at the Crosby Radar Tower site, located at the mouth of the Mersey Estuary near Liverpool.

The design will inspire and encourage people to visit the site and understand the dynamics of man and nature on the coastal edge. It will have a positive impact on the natural environment of Crosby Coastal Park and will include a café, education and interpretation space, staff accommodation, toilets, lobby and entrance spaces.

The competition process is being managed by the RIBA (Royal Institute of British Architects) Competitions Office on behalf of the client body.

Eligibility
The competition is open internationally to registered architects and architect-led teams and a Notice has been placed in the Official Journal of the European Union (OJEU). No member or employee of the client or the Jury Panel shall be eligible to compete or assist a competitor.

Jury Panel
The Jury Panel is expected to comprise:
- Walter Menzies (Chief Executive, Mersey Basin Campaign) 
- Ian Hamilton Fazey (Waterloo Residents Association) 
- Laurie Peak (Liverpool Biennial) 
- Tim Bowes (Peel Ports) 
- Louise Morrissey (Peel Holdings) 
- Ian McChesney, RIBA Appointed Independent Advisor 
- Northwest Regional Development Agency (Representative to be confirmed) 
- Mersey Waterfront Regional Park (Representative to be confirmed) 
- Sefton Metropolitan Borough Council (Representative to be confirmed) 
- Joanne Wallis (RIBA Competitions Officer - observer status only)

In the event of a Jury member being unable to continue to act through illness or any other cause, the client in consultation with the RIBA will appoint another assessor.

The timetable for the design competition (subject to change) is as follows:

Registration Fee
You may only submit an entry to the Mersey Observatory Competition if you are officially registered through the RIBA Competitions Office. On receipt of the non-refundable registration fee (£35.00 inclusive of VAT) the Competitions Office will issue you with a Declaration Form and Official Envelope. Cheques (in GBP) should be made payable to ‘RIBA’, or please contact the Competitions Office for other payment options. On completion and return of the ‘O.S. Data Use for Third Parties’ form, registered competitors will be issued with an Ordnance Survey Extract for the site.
