In collaboration with the National Association of Norwegian Architects, the Municipality of Bodø invites proposals to an open ideas competition for the localisation of cultural buildings in Bodø’s city centre. The development will take place in the area by the inner marina in the heart of Bodø’s city centre, and new developments will be built on three available plots.

The ideas competition invites proposals for urban design, and the primary challenges are:
• Localisation of the buildings within the parameters set by the available plots in the area
• Designing building volumes and public urban spaces

The primary functions of the new buildings will be:
• Bodo Nye Kulturhus – concert hall and theatre
• Library with additional functionality

In addition, participants are invited to consider whether a slooping museum can be included in the new development, but proposals are not required to include such a museum.

The results of the ideas competition will form the basis for a political decision concerning the location of the buildings and set the parameters for the subsequent project competition. The project competition will determine the design of the buildings to be realised.

The Municipality of Bodo is looking forward to seeing its new cultural buildings ready for use in 2012.

The Municipality of Bodø is facing the planning and development of 2 central cultural buildings; Bodø Nye Kulturhus and a new library with additional functionality. 3 great plots are available, all of them centrally located in the Nerbyen area. The municipality has decided to carry out the project through two separate, consecutive architecture competitions:

• Open ideas competition will serve as a basis for a decision of localisation and main concepts concerning building volumes and urban spaces
• Limited project competition will take the chosen main concepts from ideas to material project

This document is an invitation to and programme for the open ideas competition.

The ideas competition encompasses the main functions of:
• Bodo Nye Kulturhus (BNK)
• Library with additional functionality
• Rhythmic Centre
• Possible commercial activities
• Quay front and harbour promenade as attractive spaces

Language
The official language of the competition is Norwegian. Submitted proposals may also use Danish / Swedish / English. In the event interpretations of the material in the competition programme and enclosures conflict, the Norwegian language version shall take precedence over the English language version.

Right to Participate
This competition is open to all licensed architects with an approved degree under the EU Architects Directive. This means that Norwegian architects must hold an MSc of Architecture or be members of NAL. Foreign participants within the EU/EEA must be able to document qualifications equivalent to the EU Architects Directive. Other foreign participants must be able to document equivalent qualifications.

The following are excluded from participating:
• Any person who or business that has participated in the development of this programme.
• Any person who is employed with or is the employer of any member of the jury or consultant to the jury.
• Any person who is closely related to or has a close family-like relationship with any member of the jury or consultant to the jury.
• Any persons who share business interests with any member of the jury or consultant to the jury.
• Any person or business that in any way has a relationship with any member of the jury or consultant to the jury that may make said person or business biased.

If in doubt, participants must confer with the competition official.

Submission Deadline
Submission deadline is 29 February 2008, at 14:00.

Jury Criteria
The jury will evaluate proposals based on their chance of fulfilling the requirements of the programme. In this regard, the following conditions (in random order) will be especially emphasised:
• The potential of realising the objectives for the area
• Main concept for locations and volume descriptions for the individual blocks, including how this relates to the intended functionality as well as to the surroundings.
• The potential for creating attractive outdoor spaces
• Aesthetic conditions providing for challenging and exciting parameters for the project competition.
• Feasibility

Jury
Submitted proposals will be evaluated by a jury appointed by Bodo’s city council. The jury includes professionals appointed on recommendations from NAL. The following jury has been appointed:
• Odd Tore Fygle, Mayor of Bodo, Jury Director
• Vigdis B. Zeddeman, city council representative
• Dagfinn Nilsen, Project Manager, Property Office, the Municipality of Bodo
• Jørn Roar Moe, City Development Director, the Municipality of Bodø
• Sonja Osnes, Library Director, the Municipality of Bodo
• Marte Helness, Chairman of the Board, Bodo Culture Centre KF
• Tomas Stokke, Architect, Asplan Viak Oslo (appointed by NAL)
• Rainer Stange, Professor of Landscape Architecture, AHO (appointed by NAL)
• Bente Kleven, Architect, LPO (appointed by NAL)

In addition, the following people have the right to attend and to speak at jury meetings:
• Svein Blix, Chief Officer, Municipality of Bodø
• Arne Vinje, Director of Culture, Municipality of Bodø.

Jury secretary is Architect Liv Svare, PTL.

Should it feel the need to, the jury may obtain necessary statements from external expertise or other parties.

Prizes and Purchase Amounts
The jury has 1.000.000 Norwegian Krone at its disposal for prize money and purchase amounts. The jury is free to decide how the prize money should be distributed and whether the entire amount should be spent.
