The congress will focus on the central issue of migration and the role it will play in the future of cities under the conditions of demographic change, particularly in East Germany. The subject will be discussed by a number of international, national and local experts. The discussion will also extend to the potentials migration generates for the municipalities, and point out the ways in which the cities in Saxony - Anhalt participating in the IBA Urban Redevelopment 2010 – mostly small and medium-sized towns where the demographic and economic conditions pose many challenges – may act on these potentials.

The migration of foreign nationals still plays a relatively small role in Saxony - Anhalt and the other newly-formed German states. Nevertheless, it is still one of the most controversial subjects open to public debate. For this reason, the IBA Urban Redevelopment 2010 has chosen to draw attention, in its Fourth International Congress, to the regional relevance of this subject. At the same time, the congress will explore the municipal policies deemed necessary in view of the socio-cultural and urban development aspects of migration.
