In the past 25 years European cities have attracted major investment and development from increasingly ambitious developers and investors and many public-private partnerships have flourished. City mayors and their development agencies have honed their skills in attracting private investment, using public investment as a catalyst. This first ULI Urban Investment Summit will review the lessons of the past 25 years and prepare the way for the next 25 years. Europe can achieve successful economic recovery, dynamic cities, and a more sustainable future, but only if far sighted approaches are adopted in both public and private sectors. What can we learn from previous crises and how should Europe respond relative to North America and Asia? Can we make an enlarged and integrated Europe an advantage in tackling the crisis and achieving reinvestment?

Conference Overview
Cities and investors in Europe need to do a ‘New Deal' if we are going to get out of the crisis quickly and fully. This fresh approach will see cities and investors working together to bridge the investment gap in Europe's cities so that Europe rebounds and embraces the opportunities of the 21st century.

Public money and assets will be provided to help investors make development pay. Investors and developers will create jobs and infrastructure, improve energy efficiency, and contribute to wider public goals. Investors will find new ways to meet the public goals of city governments and cities will find new ways to use public resources to leverage commercial investment and boost returns. New financial tools and development strategies will be tested and will succeed.

The crisis will have begun in cities, and it will be over when a new round of city investment occurs.

The ‘New Deal' is now upon us, but what shape will it take? And what investment tools will make it work?

The Summit will:
- Be the first full summit of cities and private investors on future urban investment across Europe after the crisis.
- Receive the first full survey of city and investor opinion on how the future markets will work and what will be needed to succeed.
- Review and agree a Summit Paper on the priorities for urban investment in Europe to provide a common agenda for innovation.
- Forge a new working relationship between cities and the private sector.
