The total number of requests to be registered for the conference has now exceeded the physical capacity of the venue. The number of media requesting accreditation has reached 5,000. This number in addition to the delegations of State Parties and IGOs and NGOs is in excess of the venue's physical capacity. The venue may accommodate up to 15,000 participants as communicated by the Host Government.

Owing to these constraints, and in consultation with the Host Government, acceptance of new requests for press accreditation is suspended until further notice. Press accreditation requests already in the online accreditation system will be processed on a first come, first served basis. For those who have applied through the online accreditation system, sent in the letter of assignment and identification documents, please do not resend documents.

Once there is more clarity on the total number of participants accessing the conference venue, the UNFCCC secretariat will provide more information on the press accreditation on the website on Thursday, 10 December 2009. All journalists and media representatives having approved accreditation should proceed as EARLY AS POSSIBLE to collect their photo badge IDs at the conference venue (Bella Center). A valid photo ID should be presented to the registration staff.

As of 1 December 2009, the "no registration, no access" rule shall be strictly applied and will be enforced throughout the period of the sessions. Badges may be collected from the registration pavilion during these times:

1-5 December: 9h00-18h00
6 December: 9h00-21h00 (special late evening opening to facilitate the
opening day)
7 December: 12h00-18h00
8-15 December: 9h00-18h00
16 December: 12h00-18h00
17-18 December: 9h00-18h00

The sessions (COP 15) of the United Nations Framework Convention on Climate Change is open to Parties of the Convention and Observer States (Governments), the United Nations System and observer organizations duly admitted by the Conference of the Parties. In addition, accredited press is allowed to cover the proceedings of the Convention.

Parties
Governments nominate their respective representatives to participate and negotiate at the sessions of the Convention and the Kyoto Protocol. This may include ministers, negotiators, and those who the Governments consider are necessary to achieve their goals during the sessions.

The United Nations System
The United Nations bodies, specialized agencies and related organizations (such as WMO, UNEP, IPCC, the World Bank, GEF) are allowed to observe the proceedings. Each organization nominates a number of representatives to attend the sessions at their discretion.

Observer Organizations
The Convention allows the intergovernmental and the civil society organizations duly admitted by the Conference of the Parties to observer the sessions of the Convention and the Kyoto Protocol. Representatives of the organizations that are not admitted can also attend the COP 15 through the nomination by admitted organizations. Press
The process of press registration is carried out by the UNFCCC secretariat following the UN procedures.

Press may apply to the UNFCCC secretariat for registration at any time.

The Notifications for Parties, the UN and the duly admitted observer organizations will be issued two months before each session and it contains the deadline for submission of nominations.
