Beyond the assertion of their role in the global movement of goods but also of persons and ideas, port-cities wish to seduce and make the most of their particular city and port assets in the context of a innovatory tourist development policy. This is a true challenge and a totally new approach for many of them; the assertion of a newfound identity alongside the traditional tourist destinations. The port-city strongly structures this new tourist opportunity by the international trade that it induces but also by the facilities for the reception of passenger vessels that it can provide. However, by itself, it cannot ensure the viability of an ambitious tourist policy and must absolutely be associated with urban-port redevelopments as a whole.

Today the port-city counts on its maritime past but also on an, often exceptional, heritage environment to develop its tourist possibilities. Museums, interpretation centres, aquariums, hotels and shopping complexes share the spotlight on an all-conquering "waterfront" stage, the emblem for this tourist boom. The management of this new tourist possibility is not without posing numerous problems for the stakeholders in the port community essentially from the point of view of its compatibility with the classic port activities: Management of fl ows of passengers and of goods, security and safety measures, management of the reception facilities linked with cruise activities, but also the diversifi cation of the tourist opportunities with industrial and port tourism, animation of the docks and promotion of the image of an active and modern port. Tourist development in the port city represents challenges to which urban and port stakeholders have to respond with a real concern for cohabitation and complementarity.
