There will be two phases of competition. Beginning in November 2003, Phase
One will be an international open invitation seeking conceptual designs for the
building and its site relationships. Submissions will consist of no more that 7
sheets of 11 X 17 inches, bound on the short end
("landscape"orientation). No deviation from submission format will be
eligible for Jury consideration, including large posters. Submissions should
show the project's design philosophy and approach to site and technical issues,
2 floor plans, 2 building elevations, 2 sections, 1 site plan, 2 perspectives,
and a Budget Estimate for Construction. Phase One submissions must be anonymous
when judged, with attributions written only on an Entry Form sealed in an
business-size envelope affixed to the inside final cover of the submission
brochure.

brochure. After viewing all the submissions, the Jury will recommend five
schemes to advance to Phase Two. Each of the five competing teams will receive
an honorarium of $20,000 (plus $1,000 in travel) to cover Phase Two and the
development of Schematic Design proposals. The submission requirements for Phase
Two are Plans, a Site Plan, Sections, Elevations, Perspectives and a model at
1/16" = 1'-0" scale.
The Jury will recommend a final winner to CDOE, which will negotiate a
contract for services. The construction is to follow quickly so that the FCEC
can be complete by Winter 2006.
The Environmental Center will house exhibit spaces to serve a variety of
visitor populations (adults, children, students). The formal Main Exhibit
Space's public, educational functions will be supplemented by a Temporary
Exhibits Space, an Auditorium, a Volunteer Work Space, two Classrooms connecting
to an Outdoor Deck, and an all-purpose Children's Room. Visitors' use of the
Center will be supported by ancillary spaces of the Lobby/Reception, a Cloak
Room, Public Toilet Rooms, Kitchenette and Lunchroom/Cafe. Support to education
programs will be provided by Storage spaces adjacent to the Lobby, the Main
Exhibit Space, Classrooms and Auditorium. It should be remembered that the Lobby
and other circulation zones must accommodate large groups visiting the Center.
The Center's research, site management and education will take place in a
communal Staff Office for 10 people, the Center's Director's Office, Lab of 6
work places, and Lab Office for two visiting scientists. Administration support
spaces include a small Kitchen, a Staff Shower room with private Staff Toilets,
and Supply and Server Closets. The Building Maintenance Room should be adjacent
to the Service Entrance used for staff access, which should be remote from the
Main Entrance used by visitors.
Relationships Given the modest size of the Center's square footage (23,700
square feet), it is desirable that when appropriate, spaces have the flexibility
to serve more than one function. The Center's Conference Room serves for both
daily work needs and for more public use such as community meetings, etc.
Flexibility of purpose is also desired for the Classrooms, Children's Room and
Dining Room and the Auditorium, which should double for lectures, conferences,
and local groups' meetings. It is also desired that as often as possible, the
Center's spaces have direct relationships to the surrounding site, both for
views and for direct access to the outdoors. Indoor/outdoor flexibility, for
spaces to be able to be completely open or enclosed depending on the season, is
preferable for the Classrooms and Auditorium, both of which connect to an
Outdoor Deck. Submissions may also propose other spaces to have similar
indoor/outdoor flexibility.
The Center's purpose, to explicate the Calumet site and the general nature of
our relationship to the environment, means that the Environmental Center must be
built for easy maintenance and withstanding the often messy results of site
walks, lab research and group visits. It is also possible for the "back of
house" spaces to have a more visual relationship to the public areas of the
Center, in order to open up understanding of the essential operations of the
staff.
