Paris, 1st June, 2004 - Paris 2012, the organisation leading Paris’ bid to
host the XXX Olympic and Paralympic Games in 2012, launches a €29,000
international architecture competition on June 1st. The competition is a joint
initiative between Paris 2012 and the Pavillon de l’Arsenal, Paris’s
information, documentation and exhibition centre for urban design and
architecture. All architects from around the world are invited to submit designs
for an Olympic landmark to be erected in Les Batignolles, the future site of the
city centre Olympic Village should Paris win the race to host the 2012 Games.
Les Batignolles is currently a blighted 50-hectare area of the 17th
arrondissement of North West Paris, largely untouched by planners and developers
since the 1950s. Located between the two competition clusters and with
accommodation for athletes from around the world, the Paris Olympic Village will
feature a 10 hectare landscaped park. It will leave the French capital with a
brand new district.
The Olympic landmark aims to mark the site and to symbolize its destiny. It
is the emblem of the place and should have the meaning of an event. It should
give the city a contemporary value. This belvedere is a place that creates views
as well as viewpoints, a place to anticipate, imagine and create the future.
The Olympic landmark international architecture competition is open to all
designers around the world. It is anonymous and in one single phase. It will be
launched on June 1st through the Paris 2012 website http://architecture.parisjo2012.fr
Registration is open until 31 July 2004,
deadline for submission of the proposals will be 6 September 2004. All projects
will be exhibited at the Pavillon de l’Arsenal as of Autumn 2004.
How is it possible to symbolise Paris in 2012? It should put the site in
perspective with both the City and its future.
This international competition appeals to creativity and generosity, to
invention and innovation. It invites to freely imagine and dare.
ARTICLE 1 : SCOPE, OBJECTIVES AND TYPE OF CONSULTATION
1.1 Competition Scope
This international competition, organised by the government-based interest
group, Paris 2012, responsible for France's bid to organise the Olympic
Games for the XXX Olympiad and the Paralympic Games, is intended to select
one or more architects, or a team of architects to design and possibly
build, starting in Autumn 2004, a "landmark", located at the site of
the
future Olympic Village.
To assist it in this task, Paris 2012 has commissioned the Pavillon de
l'Arsenal, the City of Paris' Information, Documentation and Exhibition
Centre on Urban Development and Architecture.
1.2 Purpose of the Competition
Currently a railway site, les Batignolles would become the central Olympic
Village, located at the centre of the two competition venue clusters.
Designed by international architects to house athletes from the world over,
it would subsequently become a new neighbourhood in Paris.
The "Olympic Landmark" is intended to mark this site, and represent
its
future. It has the symbolic value of an event. It may be an emblem of a
place. It may give the city a contemporary value. This Olympic Landmark is
a place to see from and to be seen, a time machine and a builder of the
future.
In order to meet this challenge, this one-stage, anonymous, international
architecture competition is open to every designer on the planet. It will
take place entirely via the Internet, from 1st June. All the designs will
be on display at the Pavillon de l'Arsenal in autumn 2004.
How can we mark Paris in 2012? How can the future and the present overlap,
from one view point, one aiming point? How can we create a panorama in the
city, and in history? This competition is a call for creativity and
generosity, to invention and to innovation. Above all, it is a challenging
invitation to all, to give their imagination free rein, to dare to i January
This structure will be transitory and emblematic. It must be able to enter
the construction stage by January 2005 and be dismantleable. It must mark
its time with its inventive and innovative spirit.
1.3 Type of Consultation
a. International architecture competition, to construct the Olympic
Landmark in Paris, France;

c. Anonymous competition.

1.5 Tasks Entrusted to the Prize Winner
After the competition selection and negotiation, the winner(s)' tasks will
encompass the design and follow up to the building of the Olympic Landmark.
ARTICLE 2 : OWNER, ORGANISER AND OTHERS TAKING PART IN THE COMPETITION
2.1 Owner
The Paris Ile-de-France 2012 government-based interest group, promoter of
the French bid for the Olympic Games for the XXX Olympiad and the
Paralympic Games in 2012 is the owner of the competition.
It is the guarantor for the competition's financing, and shall chair the
jury.

2.2 Competition Organiser
The Pavillon de l'Arsenal, the City of Paris' Information, Documentation
and Exhibition Centre on Urban Development and Architecture, has been
entrusted by the Paris Ile de France 2012 bid committee with the
organisation of the competition, and the design of the competition results'
exhibition.

2.3 Other Special Participants
2.3.1 Experts
a. M. François Grether, prize-winning urban architect for the urban
development of the Batignolles site;
b. Maître Michel Huet, lawyer, specialised in Architecture and Urban Law.
These experts may be resorted by the competition organiser in order to
provide opinions on issues relating to the organisation and procedure of
the competition, in their respective fields of specialisation.
2.3.2 Technical Commission
A technical commission will be set up. It will be responsible, prior to the
meeting of the jury, for ensuring compliance of the entries's contents with
the competition rules.
ARTICLE 3 : APPLICATION CONDITIONS
3.1 Role and Status of Applicants
a. May enter any architect or team of architects, members of their national
institute or equivalent, as well as multi-disciplinary teams led by an
architect who is a member of his/her national institute, or equivalent.
b. Individuals or teams having professional any link with the owner, the
competition organiser, members of the technical commission, members of the
jury, or anyone who has taken part in preparing the competition may not
take part.
3.2 Items to be Supplied by Applicants
a. Graphic and technical documents
2 portrait format panels: 42x60cm, JEPG format 150dpi with password at the
top right
- 1 panel with a mandatory content: 1 location plan, 1 plan, 1 section, 1
elevation with insertion in the site, or 1 perspective drawing with
insertion in the site.
- 1 panel free of content
b. Feasibility study, specifying the stability of the proposed structure,
materials used, compliance with the requirements of article 3.3 and a
statement of intent (in PDF), with your identification code on the first
page.
c. A note estimating the building costs with your identification code.
d. A sworn statement by the lead architect, relating to his/her membership
of the national institute or equivalent.
e. The overall maximum size of the file sent by the applicant or team
should not exceed 5 Mbytes.
3.3 Architectural Requirements / Applicants' Obligations
a. The Olympic Landmark must give the site a perspective in the city. Its
purpose is to mark the location of the Paris Olympic Village for the bid
for the Olympic and Paralympic Games in 2012. It may be an emblem of a
place.
b. The Olympic Landmark is a place to see from and to be seen. It must
allow visitors to capture the site as a whole, and to rediscover Paris'
landscape.
c. The Olympic Landmark is a time machine and a future-builder. It is
intended to receive visitors, temporarily to the Batignolles site, and to
reveal to them its future.
d. It is intended to be temporary, re-usable or duplicated.
e. Participants must ensure that at least 20 people, including those with
restricted mobility, can have access to the structure at any one time,
while complying with current safety standards.
f. The maximum accessible height should not exceed 28 metres from the
existing ground level.
g. The applicants may propose a covered structure, but it must not be
entirely enclosed, allowing access directly from outside, in accordance
with current safety standards.
h. The applicants must consider access to the landmark, its installation
within the site, and the enclosure for the site.
i. The participants must confirm the structure's stability and public
safety before submitting their designs.
j. The participants must ensure that the structure can be built within 3
months from the awarding of the prize: manufacture and/or prefabrication,
and assembly.
ARTICLE 4 : GENERAL ORGANISATION OF THE CONSULTATION
The competitors' bids may only be submitted electronically from the
applicant's space on the competition website:

4.1 Application Procedures
a. Initially, each team registers according to the following procedure:
- information sheet, with all mandatory fields completed (team name; team
members; name and nationality of mandatory architect; address, town, post
code, country and telephone number of mandatory architect)
- entry and confirmation of the team's e-mail address
- password entry and confirmation (6 characters) as chosen by the team
- confirmation of this information
- the tJulywill receSeptemberfirmatory e-mail of the registration from the
organisers, showing the password for downloading all the items needed for
the applicants' participation and entry submissions.
The entry deadline is 31 July 2004, 16:00hrs, Paris time.
b. The second stage is for applicants to submit their proposals,
anonymously, by the 6th September 2004, 4pm (Paris time).
For anonymity reasons, the link between the code and the name of the team
will only be sent to the jury once the prize-winner(s) has been selected,
and the ranking determined for the 6 best designs.
The documents must not contain any names, or indications of their author,
otherwise the bid will be rejected.
The organiser will send a confirmatory e-mail acknowledging receipt of the
documents from the applicant.
4.2 Meeting of Technical Commission
A technical commission will meet after the closing date for receipt of
designs, and before the jury reunion. It will check that the content of the
entries matches the requirements of the competition and the ability of
applicants and composition of the application package.
The technical commission will not in any way evaluate the quality of the
material submitted by the competitors.
The technical commission will eliminate from the competition:
- entries received after the deadline;
- entries with too few or too many documents, or where these do not comply
with the requirements of article 3, or with the language requirement;
- documents that do not comply with the anonymity.
4.3 Jury Deliberations
The jury will study the documents submitted by the competitors.
The jury, chaired by the owner, will select a prize-winner, and will
produce a list of the 6 entries it considers the most satisfactory along
the lines of the criteria defined in article 5.3., as well as the prizes it
proposes to award, as defined by article 10 of these rules.
4.4 Public Exhibition
A public exhibition of all the designs that complied with the rules and
were submitted to the jury will be organised, after the owner has chosen
the winning team.
ARTICLE 5 : JURY DECISION
5.1 Composition of Competition Jury
The jury will consist of the following members:
a. Chairman of the jury: The Chairman (President) of the PARIS 2012 Bid
Committee.
b. The jury consists of :
- a college of International Architects
- a college of Public Institutions
- a college of Qualified Personalities
5.2 Working Procedures
a. Right of discussion and vote casting:
All the named members of the jury have an equal right of discussion and
vote.
Decisions are taken by the majority of voting members.
The Chairman of the jury has over-ruling vote in the case of two or more
applicants obtaining the same numbers of votes.
b. Quorum
Jury members are called for meetings with at least 5 clear days' notice.
There is a quorum when half of the members, plus one, with a over-ruling
vote, are present. If after the first summon the quorum is not achieved,
the jury is called again. It will then meet validly without a quorum
requirement.
c. Representatives
An equal number of representatives and named members are appointed. A named
member may be replaced by his/her representative.
5.3 Evaluation judgment criteria
The criteria for evaluating the competitors' entries are as follows (in
decreasing order of importance):
a. Response to the aims of the competition;
b. Compliance with regulations imposed on applicants;
c. Architectural quality (incorporation in the site, design decision);
d. Respect of the overall budgetary costs as set by the owner at 900.000€
(excluding tax and including architect fees);
e. Feasibility;
f. Compliance with lead times;
g. Respect of the spirit and values of the Olympic Charter and the IOC code
of ethics (due to the Olympic Charter's volume we are unable to provide

5.4 Organisation of the Competition Jury's selection procedure
The jury will exclude from the judging process:
- entries that do not comply with the aims of the competition, as stated in
article 1 and the terms of article 3;
- entries that do not respect anonymity;
5.5 Jury Report
The jury produces a report classifying the 6 entries it considers the most
satisfactory in accordance with these rules.
ARTICLE 6 : FOLLOWING CONSULTATION
After the competition, the owner, may award, after negotiation,
one or more contracts for the design and architectural work to the chosen
prize winner(s).
ARTICLE 7 : COMPETITOR APPLICATIONS
7.1 Description of Entries
The entries of the competitors will provide, according to the list of
contents given in article 3 of these regulations, and which form their bid,
must show clearly their understanding of the aims, conditions and
challenges.
7.2 Monetary Unit
The monetary unit is the euro.
7.3 Official LanguagJunef the Competition
The competition documentation must be produced in either French or English.
7.4 Deadline
The application submission deadline (date and time) are shown in the
calendar. One competitor, a physical or moral entity, may only submit one
competition entry.
7.5 Additional Information
a. Once registered, all those participating in the competition may submit
questions to the organisers of the competition, between the 10th June and
15th July 2004. The Organiser undertakes to answer questions as quickly as
possible.
b. All the participants' questions, and organiser's answers will be
available to all participants. When identical questions are asked, the
organiser may group them together for a shared June July

The entries submitted by the cSeptembers, as defined in article 3 of these
competition rules, must be sent electronically.
ARTICLE 8 : LIST OF DOCUMENTS TO BE HANDED TO APPLICANTS
The documents in the competition consultation package include:
- the competition rules and regulations
- site photos
- Plans and documents required for a proper understanding of the site
- questions from applicants and answers from the organiser
All these documents will be available on the competition website, from 10
June 2004.

ARTICLE 10 : PRICE
Following the jury's decision, the owner will award the following prizes to
the six entries it considers the most satisfactory, in accordance with the
competition rules:
a. 1st prize: EUR 10 000
b. 2nd prize: EUR 8 000
c. 3rd prize: EUR 5 000
d. 1st, 2nd and 3rd distinctions: EUR 2000 for each distinction
ARTICLE 11 : OWNERSHIP, COPYRIGHT, EXHIBITION AND PUBLICATION RIGHTS
11.1 The designs are the property of the Owner.
11.2 The competitors transfer to the Owner:
- the right to copy, duplicate, print, adapt the drawings, studies,
sketches, preliminary designs, models, etc. that are the subject of this
consultation, in black and white or colour, on any medium, whether paper or
other;
- the right to use these copies for producing, publishing, distributing,
printing and reprinting any type of publicatiJulypostcards, etc. of any
structure, in any format, publication (mode) and distribution mode
(including on-line) without limit as to the numbers produced.
In this respect, the owner may, in particular, as long as the architect's
naming right is acknowledged:
- exploit all designs for any action deemed to be appropriate for Paris'
bid for the 2012 Olympic games;
- display the designs in Paris at the Pavillon de l'Arsenal, for an
exhibition dedicated to the competition, as well as in any itinerant events
and or exhibitions.
- publish the designs in a work relating to the competition moreover, the
winner(s) transfer and abandon to the competition owner the right to
reproduce plans, studies, sketches, preliminary designs, models?object of
consultation, for the realisation of this work;
The prize winners transfer these rights worldwide, free of charge, for the
duration of the literary and artistic ownership of the work.
