The Bellingham-Whatcom Public
Facilities District and the City of Bellingham, Washington, are sponsoring
an architectural design competition to select a winning design and
architectural team for a new museum building. It is estimated to have a
total project cost of approximately $8 Million and will include
approximately 35,000 square feet of new construction. The Sponsors intend
to select three teams for this competition based on their qualifications
to implement their designs. |
Each team will receive an honorarium of $20,000 to help defray their
competition costs. Bill Liskamm, FAIA is serving as the Competition Advisor in
association with C. David Robinson, FAIA.
SOQs are due on September 21, 2004 with an on-site briefing for interested

Competition Announcement
The Bellingham-Whatcom Public Facilities District and the City of Bellingham,
Washington, are sponsoring an architectural design competition to select a
winning design and architectural team for a new museum building. The new
facility is intended to help meet the space needs of the existing Whatcom Museum
of History and Art, which is housed in several buildings, including the former
City Hall, built in 1892. The new building will be strategically located between
the former City Hall and the historic Mount Baker Theatre. Both the 1892 City
Hall and the Theatre are on the National Register of Historic Buildings. The new
building will include a children's museum and an art gallery. It is estimated to
have a total project cost of approximately $8 million and will include
approximately 35,000 square feet of new construction.
Serving as the county seat of Whatcom County, the City of Bellingham, now
celebrating its centennial, is the hub of activity for a region offering
unspoiled, fresh and genuine recreational opportunities. Situated between two of
North America's most international cities, Seattle, Washington, and Vancouver,
British Columbia, the spectacular natural environment of the region stretches
from the San Juan Islands to Mt. Baker. Perennially recognized by the national
media as one of the best places to live in America, Bellingham hosts Western
Washington University.
This competition will be conducted in one phase. The Sponsors are requesting
Statements of Qualifications from architectural teams who are interested in
participating in this competition. The Sponsors intend to select three teams for
this competition based on their qualifications to implement their designs. Each
team will receive an honorarium of $20,000 to help defray their competition
costs, to include preparing drawings and a study model of their design.
The Competition Jury will be comprised of museum architects, urban designers,
exhibit designers, and landscape architects and will include representatives of
the Sponsors and the community. Each team will have an opportunity to make an
oral presenation of their designs to the Jury, Sponsors, and the community prior
to the Jury's recommendation of a winning design to the Sponsors. The
competition winner selected by the Jury, and approved by the Sponsors, will have
the opportunity to negotiate a contract for the requisite professional services
to implement their winning design with the District.

David Robinson, FAIA. The tentative competition schedule indicates that
Statements of Qualifications are due on September 21, 2004 with an on-site
briefing for interested teams on September 8, 2004. Finalists will be selected
and the Competition will begin late October.
Submissions will be due in January 2005 with oral presentations in late
January. Contract approval and award is expected shortly thereafter. All
designers and/or teams who are licensed to provide the professional services
required to implement the winning scheme, and who meet the qualifications
requirements described in the Request for Qualifications, are eligible for this
competition. Association of local and out-of-state firms with
Washington-licensed architects will be permitted.
