Volume II Competition Conditions
The National Palace Museum
(NPM) seeks proposals to provide architectural services relating to its Southern
Branch site.
The following Invitation Documentation aims to select an exceptional design
team and design concept for the construction of the National Palace Museum
Southern Branch location. The selected Master Architect will collaborate closely
with NPM in the future development of the Museum Precinct.
This international competition exercises two-stage selection process.
Stage One is a preliminary selection open to any interested architects and
landscape architects. Its main criteria will be the professional profiles of the
committed principals, along with their completed representative works and
preliminary design idea. The jury designated by NPM will select up to six
finalists into the next step of the process.
At Stage Two, the final stage, the teams will be asked to submit technical
proposals and design concepts targeted at the site, along with required
drawings, model and related documents. The finalists will be invited to visit
the site at Chiayi and participate in an on-site presentation and question and
answer session. The finalists will be invited to present their concepts to the
jury.
The jury members will determine subsequent rankings, and the first-place team
will receive the foremost priority in contract negotiation.
The judging committee is composed of the following scholars and
professionals.

1. The ROC Government Procurement Law (hereinafter referred to as GPL) and
regulations amended by its institution in charge shall apply to this tender. The
institution in charge of GPL is ROC Executive Yuan Public Construction

In case of deviation between Chinese and English versions of any document
mentioned above, the Chinese version governs.
5. This procurement process concurs with the selective tendering procedures
of an open jury, in accordance with regulations of GPL.
6. The subject of this tender is labor services, and is without any further
phasing or division of services.
7. Any questions regarding this Invitation Documentation shall be submitted
to NPM in written form through fax or email for clarification. The deadline for
processing all questions is August 25, 2004 for Stage One and October 20, 2004
for Stage Two. Late inquiries will not be considered.

8. NPM shall answer questions of the Tenderer in written form and posted on

Qualification of Tenderer and Other Restrictions
9. Qualification of Tenderer
9.1 Except for entities of the People’ s Republic of China, national and
international architects, engineers, and consulting firms with professional
registration in their area of practice and related experience are eligible to
participate.
9.2 Any entities associated with jury members, their affiliated companies and
partnerships are not eligible to participate in tendering
9.3 Any entities in conditions listed below are not eligible to participate
or assist in tendering or become subsidiary of the entity t tendering.
9.3.1 Entities involved in the draft of Invitation Documentation and the related
procurement
9.3.2 Entities involved in the tender evaluation and the related procurement
9.3.3 Entities due contractual obligation with NPM who would thus obtain
knowledge of any undisclosed information unknown by other tenderers.
9.3.4 Entities prohibited by the regulations of Government Procurement Law.
10. Joint Ventures or associations, of two or more entities will not be
considered for this procurement.
Contract Performance and Responsibility
11. The winning tenderer shall be responsible for the planning and design of
NPM Southern Branch Museum Precinct.
The more information on the scope of services and contractual responsibility,
refer to Project Brief, Scope of Services and Draft Contract and its appendices.
Extension of Contract
12. NPM shall have 365 days from the date that the Works enters operation or
the date of final acceptance of the works (which ever is the later), and all
NPMs rights under this Contract are preserved until the end of this period. The
subject of the extension shall include planning,
design and consultation, and etc.
13. Fee for the extension of Contract under the previous clause shall not
exceed 50% of the Contract Price.
Contract Negotiation
14. The winner of this competition shall reach a contractual agreement with
NPM within 60 calendar days from the date announcement of the winner for Stage
Two; otherwise, the next in ranking shall assumes the right to contract
negotiation. The above shall not apply to the case where NPM agreed to extend
contract negotiation period.

Preparation and Submission of Tender
17. Submission deadline for Stage One is September 16, 2004 at 5pm and for
Stage Two is November 15, 2004 at 5 pm. Entries should either be delivered in
person, or sent via postal services to the following address:

The tenderer’s shall take into account postal delivery time. Late entries will
not be accepted.
18. The tender document shall be well packed in a sealed envelope with the
following text clearly recognized in front of the package: “Tender Document
for the Selection of R.O.C. National Palace Museum Southern Branch Museum
Precinct Master Architect Consultancy
Services”
19. Unless otherwise stipulated, no additional document shall be accepted
after the deadline of Tender Submission for each stage.
20. The tenderer shall be responsible for all expenses as a result from mail
services, cargo, delivery, insurance, etc.
21. No submission shall be by electronic transmission.
22. NPM shall not be responsible for any damages or loss during delivery.
23. Stage One: Unless otherwise stipulated, tender document submitted by each
tenderer for Stage One shall consist of the following:
23.1 One copy of “Invitation, Tender and Contract Form.”(Refer to
Attachment 2-1) Please fill in the required information according to t the
specified form.
23.2 One copy of “Tenderer Declaration” (Refer to Attachment 2-2) Please
fill in the required information according to the specified form. For
information on related laws and regulations refer to Attachment 2-8.
23.3 One xerox copy of the lawful registration and license issued by the
tenderer’s local government. The tenderer, when notified by NPM, is obligated
to submit the original qualifications documents for verification. In case
evidence of forgery or unauthorized alterations are found, or failure to submit
the requested documents or inconsistency with the original document, the
Tenderer is
subjected to all proceedings in accordance with GPL.
23.4 One copy of “Registration Form” (Refer to Attachment 2-3)
23.5 Preliminary Technical Proposal: Each entry shall include fifteen (15)
printed copies and an identical electronic file in PDF format of the following.
The report shall be in A3 (42cm*29cm) horizontal format of no more than twenty
(20) pages. (Double-sided pages count as two). On the cover of the proposal, the
tenderer shall indicate the company name, address, name of the principal
architect,
contact information; Content as follows:
1. Team profile: refer to Attachment 2-4
2. Representative projects:
Describe in detail up to six major projects of (1) project principal; and (2)
key personnel. Content shall include project name, client, location, and gross
floor area in square meters, construction cost etc. and elaborate on its
relevance to this project, role and duration of the participation in addition to
contact information on the client and contractor i.e. (1) name (2) address (3)
telephone number (4) fax number (5)e-mail address
3. Preliminary design idea
We are looking for an innovative architectural expression with its own
aesthetic and thematic statement. It shall represent the Pan-Asian mission and
intellectual perspective of the institution while establishing a distinct
identity. In what sense will your architectural approach help the positioning of
the National Palace Museum Southern Branch in the context of the world museum
landscape. Any information from the given documents of the competition, or in an
even broader sense of the Museum, can be presented as a point of departure to
reach your conceptual design solution to this competition. Please
clearly express your idea with effective visual presentation on up to two sheets
of A3 (42cm x 29cm) format paper.
24. Stage Two: Information on detailed Museum Precinct planning and design
requirements will be mailed to the selected design teams and posted on the NPM
official website at the time of the announcement of Stage Two finalists. Unless
otherwise stipulated, tender documents submitted by each tenderer for Phase Two
shall consist of the following:
24.1 One copy of “Attendance Authorization Form” (If necessary, refer to
Attachment 2-5) Please fill in the required information according to the
specified form.
24.2 Technical Proposal: Each entry shall include fifteen (15) printed copies
in A3 horizontal format, no more than thirty (30) pages. (Excluding attachments;
double sided pages counts as two) On the cover of the proposal, the tenderer
shall indicate the company name, address, name of the principal architect,
contact information.
Content shall include the following:
1. Detailed Team Profile
A. Detail description the professional make up of the team, relationship and
characteristic of each disciplines and the entire staffing plan in the form of
an organizational chart.
B. Curriculum Vitae for all key personnel. Information shall include relevant
experience, projects names as well as role and duration of participations. (To
be appendices)
2. Statement of Execution of Services
In response to the conditions and requirements of the Museum Precinct, submit
a complete Statement of Execution of Services including but not limited to the
following: general statement, project positioning, scope of services, details of
services items, proposed division of work among itself and Architect of Record,
schedule of services items and expected performance. For proposal of Statement
of Execution of Services refers to Volume III Scope of Services: Description of
the services and Schedule 3-1~3-7.
3. Proposed Services Fee
Submit fee proposal expressed in percentage of the total construction cost.
Such fee shall be comprehensive of all works and entities covered in the
technical proposal. Details information with respect to the proposed fee shall
be submitted and shall include at least the following: A. the schedule of
proposed service fee for architecture, landscape, civil works and structure,
consulting entities and services. Refer to attachment 2-6 B. the schedule of
proposed service fee by phases base on the total proposed fee. Refer to
attachment 2-7.
24.3 Design Concept
20.3.1 Design report: fifteen (15) printed copies in A3 horizontal format, no
more than Fifteen (15) pages (double sided pages counts as two pages)
20.3.2 . Drawings: Drawing and text are limited to six (6) pages mounted on
108*78cm boards.
20.3.2 . One three dimensional model. (Scale: 1/300)
24.4 CD ROM: includes the Final Technical Proposal in the electronic file in
PDF format, photographs of models, design report and drawings. The content of
hard and electronic copies shall be identical.
25. Any monetary information shall use New Taiwan Dollar currency.
26. Language: English shall be used in Stage One’s “Preliminary Technical
Proposal” and Stage Two’s “Final Technical Proposal” and “Design
Concept.” Other required forms and information in attachments 2-1 to 2-7 shall
be in either English or Chinese.
27. NPM will not return any material submitted at any stage of the tender
process.
28. All unit of measurement shall be in metric system.
Presentation and Question & Answer
29. Design teams entering the final stage shall make the presentation based
on the information submitted in Stage Two. No additional material and
documentation are required nor will they be accepted.
30. NPM shall reimburse each international finalists of the competition with
a travel stipend (international flight only) per diem up to NT$150,000 maximum.
No stipend shall be given to local finalists.
Tender Evaluation
31. The selection process for this competition is in two stages. The first
stage is the preliminary selection open to interested consulting firms,
architects and engineers. Its main criteria will be the professional profile of
the committed principals, along with their completed represented
works, and preliminary sketches representing their design approach. The jury
will select up to six entries for Stage Two, the final stage of the selection
process.
Each finalist in Stage Two shall submit a final technical proposal and design
concept according to site and program requirements along with all required
drawings, model and documentation. The finalists are invited to make a
presentation and answer questions. After the completion of all presentations and
question/answer, the jury committee will rank each finalist.
32. Qualifications: All entries must fulfill the requirement of this
invitation documentation. No review shall take place if such qualifications are
not met.
33. The jury is composed of the following scholars and professionals.

34. Judging Procedure
34.1 The Jury shall be formed in accordance with ”ROC Government
Procurement Law”, “Regulations on the Selection and Pricing of Institution
Commissioned Technical Services”, “Regulations on Most Advantages Tendering
Procedure”, “Procurement Selection Committee Organization Criteria” and
“Procurement Selection Committee Review Criteria.” The Jury will review the
qualification of each entering entity as well as their Tender Proposal.
34.2 Stage One Selection:
34.2.1 Stage One Selection consists primarily of the evaluation of each
entry’s Tender Document. The Jury shall decide upon a shortlist of up to six
entries to enter into the second stage. NPM will notify the selected teams by
phone, fax or email and post the result on the NPM website.
34.2.2 The Jury shall separately grade each tendering entity and rank them in
numeric order. The order number from each member of the Jury shall be added per
tenderer. The tenderer with the lowest order number will be the winner. The
second lowest number will be the first runner up. The maximum points from
judging criteria for stage one are 100. The average grades from the sum of all
the points by the jury shall be greater than that of the passing grade. Tenderer
with a grade lower than the passing grade shall not be in the finalists. Average
passing grade shall be 75.
34.2.3 The result of the Stage One Preliminary Selection is to be announced
September 24, 2004.
34.3 Stage Two Selection:
34.3.1 Selected teams from the selection are invited to enter Stage Two
selection. The criteria for selection are based on the tender document submitted
for this stage and a presentation with questions and answer session in the
presence of the Jury.
Requirements are as follows:
1. There is no restriction on the presentation format. Content of the
presentation shall not exceed that of the Tender Document from Stage Two.
2. Each presentation shall be limited to forty minutes with an additional
twenty minutes for answering questions posed by the Jury notwithstanding
question time.
3. The order for the presentation will be determined by random drawing. The
estimated time for the drawing shall take place prior to the Stage Two Jury
Session on November 22, 2008.
4. Presentation equipment: NPM shall provide one digital projector. The
finalists shall be responsible for all other necessary equipment and setting up
of the equipment prior to the designated time of the presentation.
34.3.2 After the completion of all presentations and question answer, each
member of the Jury shall separately grade the finalists. According to their
overall performance, with consideration of the grades and the proposed service
fee, each member of the Jury shall rank the finalists in a numeric order. Sum of
the order number for each finalist from each member of the Jury shall be
calculated. The finalists with the lowest order number will be the winner. The
second lowest number will be the first runner up.
The maximum points from judging criteria for stage two are 100. The average
grades from the sum of all the points by the Jury shall be greater than that of
the passing grade. The finalists with a grade lower than the passing grade shall
not be in t the shortlist or the winner. Average passing grade shall be 75.
34.3.3 The Jury evaluation session of final selection is scheduled on
November 22, 2004 at the National Palace Museum. Result to be posed on NPM
website on November 25, 2004.
35. Judging criteria and distribution as follows:
35.1 Stage One Evaluation
1. 30% on innovation and concept of the preliminary design idea
2. 20% on design innovation and aesthetic expression of the representative
projects
3. 20% on the relevance of the representative projects
4. 30% on team profile
35.2 Stage Two Evaluations
1. 20% on overall innovation and aesthetic expression of the proposed concept
2. 20% on function, circulation requirements and site usage, etc of the proposed
scheme
3. 15% on the quality and organization of the different museum spaces
4. 10% on creative and visual aesthetic of proposed landscape scheme
5. 10% on relationship to the site and context of the proposed scheme
6. 25% on technical proposal
Site Visit
36. he finalists will be invited to come to Chiayi for a site visit (date
refer to article 11). NPM shall reimburse each international finalists of the
competition with a travel stipend (international flight only) per diem up to
NT$150,000 maximum. No stipend shall be given to local finalists. The Site
visits is scheduled on October 4, 2004.
Tender Award
37. Each of the finalists submitting a proposal that meets the requirements
shall be awarded with a prize of NT$1,500,000.
38. The first prize winner shall have the foremost priority to negotiate
consultancy contract. In case the first prize fails to enter into contract with
NPM, the first runner up shall negotiate for the consultancy contract.
39. Income tax is included in the cash award mentioned above. NPM shall
withhold the appropriate tax deducted from the amount stated above. (20% for
foreign entries and 10% for national entries.)
The relevant timetable of the entire development of the museum campus is
as follows:
November 2004 Master Architect selections completed
January 2005 Architect of Record selections completed
April 2005 Exhibition Design Consultant selections completed
June 2005 Site works begins for the Museum Campus
June 2006 Museum construction begins
December 2008 Museum grand opening
The total estimated construction budget is approximately NT$2,500,000,000
excluding the cost of the exhibitions.
