Summary of the Bases for the
Competition

Object of the Competition
An international competition for ideas shall be opened for the Preliminary
Plan for the Madrid Campus of Justice, which is to be located on a site
comprising two adjoining plots of land in the urban development of the north of
Parque de Valdebebas in Madrid.
Type of Tender
An open and public international competition, with prizes awarded by a panel
of
judges.
The competition is divided into two
phases. The first phase shall be anonymous and bear the title. In the second
phase, the selected teams shall develop the work presented in the first phase in
greater detail.
Participants
Any Spanish or foreign architect, legally authorised to exercise their
profession in Spain and not subject to legislation regulating the holding of
multiple posts. Participation is also open to multi-disciplinary teams and
artificial persons whose corporate purpose is in keeping with the object of the
competition, on condition that the manager of the team is an architect.
Documentation
The basic documentation for drawing up proposals shall be available on the
competition website in common computer formats and media.
Selection of proposals
From the first phase, the jury shall select the six proposals that best meet
the
valuation criteria set forth in the bases for the competition. It may also award
five honourable mentions to proposals not selected for the final phase.
The second phase shall give a winner
of the competition, together with a second and third place, plus three fourth
prizes for the remaining participants in this phase.
Jury
The jury shall be composed of 9 members:
Chairman
- The Second Vice-President Regional Minister for Justice and Home Affairs
of
Comunidad de Madrid.
Ordinary Members
- The President of the Higher Court of Justice of Madrid.
- The Dean of the Official Association of Architects of Madrid.
- The General Director for the Modernisation of Infrastructures of the
Administration of Justice of Comunidad de Madrid.
-The General Director for Regional Planning and Urban Development of
Comunidad de Madrid.
- One architect from the Municipal Department of Urban Development at
Madrid City Hall.
- Two architects designated by the General Director for the Modernisation of
Infrastructures of the Administration of Justice of Comunidad de Madrid.
- One architect of recognised national or international prestige designated by
the Official Association of Architects of Madrid.
The position of secretary shall be
fulfilled by a lawyer designated by the entity calling the competition. Said
secretary shall not have the right to speak or vote but shall be authorised to
offer advice.
