Goal of the Competition
The goal of the International Competition for Osong BioValley Masterplan is to seek a creative and future oriented masterplan for Osong BioValley that develop into a leading global bio-industry. Osong BioValley must be planned to incorporate the following bio-related activities such as research, administration, industry, education, medical, culture, tour, service and others.

Theme of the Competition
Theme of the Competition : Osong BioValley leading global bio-industry

* Osong BioValley should be planned with providing all relevant bio-facilities such research, administration, industry, education, medical, culture, tour, service and others.
* Osong BioValley should be planned to be a leading bio-industry while considering Osong Biotechnopolis, Osong Biotechnopolis II, Osong Station Area and Osong High-tech Medical Cluster and adjacent areas.

Sub-Theme
1. Participant of the Competition must include the following in preparing their plans and propose a creative and original plan and design. Creating global bio-research town
- Osong BioValley should be planned to provide a global bio-research area and environment based on High-tech Medical Cluster.
2. Creating global bio-administration and industrial town
- Osong BioValley should be planned to have a global competitiveness in support of administration support system and attract bio-industries.
3. Creating global bio-education and medical town
- Osong BioValley should be planned to keep balance between education facilities that create job opportunities by education and academic-industrial cooperation and convergence and integration with medicine and medical devices.
4. Creating global bio-cultural and tourism town
- Osong BioValley should be planned to provide cultural tourism such as bio-museum, art gallery, theme park and supply medical tour such as health care institutions.

Participants could propose and add another sub-themes, and modify the above sub-themes in line with diverse and creative ideas.

Competition Site
The Competition site is located in Gangoe-myeon and Gangnae-myeon Cheongwon-gun, Chungcheongbuk-do and has an area of 9,542,000m2+α. 9,542,000m2 includes Osong Biotechnopolis(4,627,603m2), Osong Biotechnopolis II(3,331,701m2) and Osong Station Area(1,582,696m2). When the participant would like to extend its site area to draw a more creative and original plan, the site area is 9,542,000m2+α which adds extra area with 9,542,000m2 within the blue boundary line in Figure 1.

The boundary of α could be reached to the area within the boundary of Byungcheon and Mihocheon in the east and within the boundary of Jocheon in the west and an administrative district. In addition, α could include the some part of Yeongi-gun, Chungcheongnam-do to the south and neighboring areas below 100meter above the sea level. However, the participant should reflect the established Osong High-tech Medical Cluster Plan and Osong Biotechnopolis Plan.

Composition
The jury committee consists of 5 Jurors (2 Korean and 3 non-Korean). To account for possible absentee, one alternative member (a domestic Korean national) shall also be designated.

The names for the jury members will be posted later on the website.

Roles and Responsibilities
The jurors and the PA attend the jury committee meetings.

During its first meeting, the committee shall elect its chairman and determine criteria for judging and qualification.

Decisions determined in Jury meetings may not be changed.

Jury members shall determine winners (1st Prize, 2nd Prize, 3rd Prize, and merit award), and formulate the final review report that includes the rationale for winner selection, judging comments, and advice for the event organizer.

* Times specified in this competition is Korea Standard Time, i.e. 9 hours ahead of the Greenwich Mean time (GMT+9:00).

· Registration : 10:00 May 20, 2011 to 17:00 June 21, 2011
· Distribution of guidelines and other resources : after 10:00 May 20, 2011(plan guidelines will be distributed to registrants only)
· Question period : May 30, 2011 (Fri) to 17:00 June 10, 2011
· Answers posted : June 13, 2011 (Mon) (to be posted on the website)
· Submission of entries : 17:00 September 21, 2011
· Judging : September 23, 2011
· Announcement of winners : September 26, 2011
· Awards ceremony and exhibition : October 10, 2011

Competition Regulations
Eligibility
Participation shall be open to the public and any person or organization from any country can enter, individually or as a team.

Language and Metric System

* The official languages for the competition shall be "Korean" and "English."
* Plan description report and summary report that are submitted shall be marked up both in Korea and in English. In case of writing a plan description report in one language, you have to write summary report in the other.

Registration period : 10:00 May 20, 2011 to 17:00 June 21, 2011
Registration method : Registration shall be through the Competition homepage

Registration process
· Participants shall enter all information asked on the registration form at the competition website.
· After the registration, the participants will automatically receive User IDs, Passwords, and the PIN sent to their registered email addresses, and they will have to log into the homepage with their User IDs, Passwords, and the PIN.

Judging Proceedings
Proceedings

* Proceedings shall be conducted for pre-judging and main judging.
* During the pre-judging stage, the Technical Committee shall determine whether submitted plans comply with the Competition instructions and review criteria etc and pass on the results to the Judging Committee.

Reasons for Disqualification

* Falsified credentials.
* The plan is an imitation of pre-existing work.
* Any plan that the Jury Committee has determined as fit for disqualification.
* Any case where registration restrictions are applicable.

Prizes and Awards

* Prizes and awards of winners of the Competition are as follows.

Award Medal and prize money
1st Prize (1 winner) Award and prize money of KRW200,000,000,
+the right of design works
2nd Prize (1 winner) Award and prize money of KRW100,000,000
3rd Prize (2 winners) Award and prize money of KRW50,000,000
Merit Award (10 winners) Award and prize money of KRW10,000,000

* First prize winner is entitled to have negotiation priority related to the follow-up research outsourcing (about 5 billion won to be expected) with the organizer. Additional points should be granted only for winner which makes contract and complete the follow-up research outsourcing, in a case if the winner wish to participate in the similar outsourcing projects related to the Osong BioValley that is set to launch in the future. And the contract must be done within 30days.
