Yarışma BilgileriThe fundamental objective is the future O.I.C. Headquarters in Jeddah realizing impressive premises which is both modern and reflective of Islamic architecture constructed in a manner that has a distant visibility profile and becomes an important landmark of Jeddah.

The Complex will be situated on a plot in the district between the Gate of Makkah al Mukkaramah to the King Abdul Aziz Palace. The complex should be a catalyst for urban regeneration.

The City of Jeddah has structured the general development of the O.I.C. headquarters as the first stage of the large scale “the Cultural Axes” development project of the Jeddah’s district between the Gate of Makkah al Mukkaramah to the King Abdul Aziz Palace according to the following successive actions that may be partially simultaneous:

As well as offering favourable conditions in terms of area and volume, the optimum location accessibility and provision of good transport connections, should be taken into account.

The intention of this concept is to create an appropriate atmosphere for work and reflection, a necessary requisite for all those involved in the O.I.C. headquarters processes.

However, in order for the stated distribution of the buildings within the area to be operative, a powerful network of services to appropriately interconnect them must be considered to facilitate the controlled transit of staff members, resources, security vehicles and facilities of any nature. The organization of the building complex area and the multi-leveled organizational structure is considered of high importance and, as such, the competition participants must focus on designs for both.

In addition, it will be essential to comply with all the necessary security requirements that a complex of this kind demands, both with regard to the daily use of its premises by members and visitors (which will affect the type of security systems in terms of access, materials to be used in public and work areas, costs of maintaining the Headquarters, etc.), as well as the security of the complex perimeter and interior.

Competition Participants
Architect, architectural academics, senior students working with architectural mentors, multidisciplinary teams lead by architects. Each participant, individual or team, participating in the competition will create a single proposal. One individual can be only related to one design proposal.

Registration of Participants
Registration is carried out by filling the form found in the Annex 1. The person acting as representative for the team will be the only contact person throughout the development of the competition. The following variations may occur: in the case of teams made up of a number of people, all co-authors should be attached so that the people listed will receive a share of the resulting contract should the team win; with regard to collaborators, these should not be included in the registration documentation but should be included in a sealed envelope revealing the identification of the people involved; in the case of societies, the representative should be the person who holds legal representation of the society, whether by appointment, awarding of power or through statutory rights; in the case of shared control, the details of all members should be indicated and each member should sign the registration; participants should prove listed requirements; if the person or representative of the society whose social objective corresponds with the objective of this competition is a not an architect, a manager should be appointed who complies with this condition.

The Deadline For Registration is: 20 January 2006.

Registration documentation can be delivered as follows: by hand, during the office hours of the Competition Secretariat;
by courier, in which case it should arrive at office of the Competition Secretariat before 14:00 on the final day of the registration deadline; By post, in a sealed envelope which should be sent to the Competition Secretariat at the address shown in point 3. of these guidelines. All registrations that arrive by post before the deadline, for the attention of the Competition Secretariat, will be admitted. Notification of the registration must be made before the end of January 19, 2006 via fax, telegram or e-mail; the notification must include a reference number (the bank receipt) for identification purposes.
Once compliance with the requisites of the Promoter has been verified, the Competition Secretariat, within a period of five (5) working days, will create a list of the entries admitted and entrants will be notified.

Information and Enquiries During Consultation Period
Enquiries, question about competition, can be made in writing, in English, and, where possible, via e-mail until Wednesday, 11 January  2006. Enquiries will be answered within a maximum period of five days from receipt and will be posted, grouped according to subject matter, on a section of the web page dedicated to management of the Competition. Those requiring special attention will be treated separately and these enquiries will be analyzed and answered according to the timing specified below:

. The enquiry will be analyzed and answered by the Competition Secretariat and may be subject to further technical consultation where appropriate.

. The enquiry and responses given by the Secretariat will be made public for the benefit of the participants.

Composition of The Jury
The Jury will be composed of seven members:

The Legal advisor assigned by the Promoter will act as Secretary. The Secretary will be able to offer advice but will have no say in the voting procedure.

The names of the Jury members will be communicated to the registered participants as soon as possible, once this information is available.

All evaluation sessions will require the presence of half plus one of the members of the Jury or their substitutes. The President will have the deciding vote which may be exercised in the case of a draw in the decision of the Jury.

The Jury Secretary will take minutes from all meetings.

Functions of The Jury
The functions of the Jury are shown below: Analysis of the documentation and the definitive acceptance of the proposals received. Providing a comprehensible reason for exclusion with regard to proposals that are not accepted. These will be recorded and may be due to: delivery outside of the deadline or lack of compliance with the established guidelines;
insufficient documentation for a suitable evaluation of the proposal to be made; infringement of anonymity through having revealed the author through any medium; any intention to pressure members of the Jury.

. Analysis and evaluation of the proposals presented, taking into account any advice that is considered appropriate.

. Awareness and compliance with the rigorous anonymity with which the documentation must be analyzed.

. The winning proposal: the winning entry for the Competition must be justified with regard to the other proposals that are awarded prizes. The reasoning behind this judgment will be given during the award ceremony.

Evaluation Procedure
The Jury will agree on a selection procedure in accordance with the quantity and quality of the proposals presented, based on a system of discussion and successive ruling out of proposals. In the case of opting for a voting system which concludes in a draw, a new discussion will take place and the President will cast the deciding vote only after three voting sessions have ended in a draw.

Once the Jury has been established, and depending on the number and quality of the proposals presented, a technical study may be carried out. The study will consist of an analysis and brief account of the options and fundamental parameters for each project. This study may be commissioned at any time in the development of the Jury’s analysis and may cover all proposals or only those that pass a preliminary selection by the Jury. If this option is decided upon, the Jury Secretary will designate a team of the Jury members to carry out the research study, or assign the work to a technical committee composed of specialists.

The Jury will keep as an option to organize presentations for each of the teams selected for the Phase Two to present their proposal to the Jury, on a convenient date.

Awards
The Jury will distribute a total sum of $100,000US for the best architectural ideas as preliminary design.

Of the selected entries of the Phase One a small number will be selected and awarded a stipend of $10,000 each to develop their ideas for the Phase Two competition.

The winner of the Phase Two Competition will receive a prize of total $100,000US.

The Jury will announce the allocation of awards on Tuesday, April 25,2006, and the prize will be awarded in a corresponding ceremony. Each member of the Jury can individually explain the reasons for their vote.

The announcement of the prizes will take place in a public ceremony (venue to be announced) and will also be published on the competition web page at least three days previously.

The result will be announced on the competition web page on the next working day following the date of the ceremony.
