The competition is an open two stage design contest for architectural, engineering, quantity surveying and associated services. It would be the intention of the promoters to appoint the winning team, but the promoters reserve the right to make separate, individual and different appointments other than that of the winning architect / architectural practice.
The County Council is now inviting design proposals in a Two Stage Architectural Competition, which will be run by the Royal Institute of the Architects of Ireland (RIAI). It is intended that the new headquarters offices for Wexford County Council will provide; A civic function An internal civic space Departmental offices The competition site forms an area of approximately 5.95 acres (2.4 hectares).
The target construction budget for this project is €34,000,000 (thirty four million euro) exclusive of VAT and professional fees.
Eligibility
The competition is open to architects holding a qualification listed in the E.C. Architects Directive 85/384/Eea or equivalent. In the case of architects eligibility is defined as: Equivalent means a person holding a qualification equivalent to a qualification for the purposes of the European Union Directive 85/384/Eec (Architects Directive) to include persons whose qualifications were successfully assessed by the Panel established by the Minister for the Environment and Local Government in 1996 and persons for outside the Eu/Eea area. Persons outside the Eu/Eea area should include evidence confirmation of registration with a national registration body and/or a UIA recognised professional organisation.
It is the function of the Registrar to decide on eligibility and equivalence. An entry may be submitted by an architectural practice. In this case the name and address should be give and the official entry from signed by a partner. In this context the practice is defined as; a partnership properly established for the purpose of an architectural competition or an association of architects for the purpose of entering the competition. The payment to the winner shall be regarded as an instalment on fees for the project. Stage One Submission A detailed brief is being issued to entrants and is intended to give complete information on the project. This brief will also be used for Stage Two. Competitors are not required to design each of the facilities in detail but to use the brief to inform their conceptual design approach.
Competitors are required to submit one A1 size sheet of information in a horizontal format. There is no specified format for submissions but competitors are required to provide the following minimum information: a.Site Plan at 1/1000 b.Plans, sections and elevations at 1/500 c.Sketches to illustrate general massing, treatment and site context d.Indication of materials proposed and structural system Stage One entrants are required to present conceptual proposals, incorporating the above minimum requirements, and not detailed proposals.
