The object of this competition is to design two wind-farms, one in Cinisi
which is in the province of Palermo, and another in Pescopano, in the
province of Potenza. The competition aims at developing the bases of the
definition of a preliminary project of an industrial wind-farm correctly
introduced in the environment given, in order to have a following
realization of the project.

For each project area the jury will decide:
A winner who will receive 25 million lira (12911 Euro), 3 distinguished
projects that will receive a refund of 5 million lira (2582 Euro), and a
minimum of 3 mentioned projects. The prices are calculated after deducting
tax (Iva) and national insurance. The winning, distinguished and mentioned
projects will be published in various ways (cd-rom, specific editions, web
site, etc.)

Competition’s Regulation

The landscape quality and the definition of a model of the sustainable
development are today fundamental aims for any territorial transformation.
ERGA and LEGAMBIENTE are promoting the competition of ideas “Wind Landscapes”
with the aim of involving the world of architecture in a both difficult and
fascinating challenge,
due to the quality of the italian landscape.
The introduction of infrastructures on the territory for the production of
Energy by Renewable Sources represents a strategic priority to redefine a
correct relation between man and environment and a balanced development of
territory.
Through this competition we want to deepen the theme, and to involve the
specialists of landscape architecture, industrial design and engineering
in order to obtain a project
starting from the detailed technical information given to the designers,
which concerns the quality of the installations and of the landscape.


COMPETITION’S OBJECT

The object of this competition is to design two wind-farms, one in Cinisi
which is in the province of Palermo, and another in Pescopano, in the
province of Potenza. The competition aims at developing the bases of the
definition of a preliminary project of an industrial wind-farm correctly
introduced in the environment given, in order to have a following
realization of the project.
The freedom regarding the designing of the installations refers to: wind’s
intensity and direction
inside the two areas, to define the structures’ arrangement on the territory;
the aims fixed for the installations (8 MW for Cinisi and 4.5 MW for
Pescopano), regarding to the number, power and dimension of the
wind-mills. According to the characteristics of the areas and of the wind,
we suppose to make use of middle size wind-mills with power between 600 Kw
and 900KW.

AIMS

The competition of ideas aims at experimenting the most advanced and
effective forms of intervention for the best possible introduction of
wind- structures through technical quality
and the revaluation of environment and landscape.
The basic themes concern the introduction of infrastructures in the
environmental context of the development areas of the territory. This
competition aims at developing the relation between the supportable
development and the quality of landscape, in order to define a new image of
today’s wind’s landscapes.
The project concerns the definition of the plant’s lay-out, which is the
arrangement of the wind-mills on territory, pointing out at the same time
the solutions of project, landscape and architecture that allow its
harmonization with the environment where the installations will be introduced.
Primary aim is to achieve an effective co-ordination of technical aspects,
with adequate prominence
to the great deal of questions related to it (which go from design, to
landscape architecture, to naturalistic engineering). We want to create a
repeatable “modelling” for the design of structures
in sites that have similar physical features.


TERMS OF VALUATION

The project proposals will have to be relevant to the aims described in the
announcement and in the specific cards related to the two areas.
For every area two perimeters are fixed: one concerning the field of
reflection regarding the suggested themes; and another concerning the field
of project deepening regarding the rules proposed in the announcement and
in the area cards. Inside the field of reflection, we will have to
establish the frame of the spatial and visual relations between the
structures, the environmental context of the development areas and of the
infrastructures, the proposals of revaluation of the landscape’s features
and of the areas, the forms of connection and use that help the
introduction on territory.
The jury will have to be enabled to value the importance of the
intervention as a whole, regarding to the present-day features of
landscape, the proposed reconfiguration, as well as the visual and formal
relations, with particular attention to the perception of the intervention
from the landscape, the towns and the ways, to the unity of project, to
the relations with the context.

The project proposal will have to deepen:
1. The arrangement of the installations on territory, the study of their
perception and of the visual impact regarding to prior points of view
(concentrated or isolated development areas), to moving images (streets).
2. The structure’s characteristics, the towers, with solutions of projects
starting from the main types on sale, and instructions regarding materials,
colors, shapes, etc., with particular care to maintenance and durability.
3. The landscape’s quality. The territory’s features and the
transformations proposed (interventions for remodelling territory, natural
engineering interventions, and for introduction of new streets and
secondary structures, etc.), the areas’ and the installations’ management,
the connections between the structures.
4. Shapes and methods to give value and public use to the areas and the
landscape’s features (accessibility, available ways and areas, services,
etc.) A way to help the introduction of the intervention in the territory.
The aim is to go from today’s perception of a substantially intact but
not accessible landscape to a new image of territory with the new
wind-farms integrated within the landscape.
5. Guidelines and instructions to use materials during the production of
the different interventions decided in the project (available ways and
areas, structures), to use the arboreal and vegetable installations ( must
point out expected native species), possible lighting of areas and
structures to give them value within landscape.
6. Conditions to carry out project through a computation of costs of the
different transformation interventions.



2) COMPETITION PROCEDURES

SUBMISSION REQUIREMENTS

Can participate in the competition architects and engineers from European
Union regularly registered in own profession’s registers or anyway
registered in own nation’s registers so enabled to practice the profession
and to participate in competitions. They can participate individually or in
groups, through partnerships or companies, previously pointing out the name
of architect or engineer who legally represents or leads the group.

PUBLICITY AND COMMUNICATION OF COMPETITION

The announcement of competition is published on the Gazzetta Ufficiale
della Repubblica Italiana and on italian national and regional newspapers.
The competition’s web site is www.enel.it/erga/news/html/garaidee
To make sure there will be an adequate publicity of competition, a copy of
the announcement will be sent to professional organizations of all EU
nations, to cultural institutions and to specific press.

TERMS OF EXCLUSION

Cannot participate in the competition:
-permanent or temporary members of jury, of promoting companies, of
competition’s technical commission, their husband/wife and relatives within
third degree included; those who have any type of permanent work relation
or who collaborate permanently with members of jury, of promoting
companies, of competition’s technical commission.
-those who have taken part to the drafting of the announcement of
competition.

SUBMISSION
The entry form for competition is free and automatic at delivery of works.
The entry form must be signed by the leader of the group, and must
self-certificate:
° Name of leader of group and of possible members of group
° Date of birth of those who participate
° Telephone number, fax number (specifying time of automatic functioning),
e-mail address of leader of group
° Date
° Statement signed by all members of group that designates leader of group
° Statement of each competitor that declares to respect terms at point...
(Terms of exclusion)
° Authorization to display works submitten to the competition and to cite
the names of designers and of possible collaborators

Regarding the competition the leader of group is the sole interlocutor of
contractor; to all members of group is anyway recognized authorship of
project under the same rights and titles. The composition of group must not
change during the competition.

Works must be delivered by 5:00 PM of the 3rd of December 2001, under
single cover at the address of the competition secretary’s office. The
cover containing all works required must be sealed and must have written on
outside the project area and the receiver: ” concorso di idee PAESAGGI DEL
VENTO”.
If delivery by carrier (postal service or carrier) the postmark will bear
witness. Anyway we will only consider the works delivered by the 10th of
December, no further.

To receive material regarding the competition (brochure, cd-rom and
documents regarding the areas, cartographical and photographic material)
you necessarily need to ask for it at the competition secretary’s office by
the 20th of November 2001. The request can be sent by mail or fax, or
directly at the competition secretary’s office, enclosing copy of a 15,000
lire payment, as contribution to production and posting charges of
material, by payment sent to Legambiente, (payment through C.C.P. n.
57431009 sent to Legambiente Onlus Via Salaria 403, 00199 Roma, specifying
motive of payment “Concorso paesaggi del vento”.) Material will be sent by
the 15th day after receiving the request.


NO NAMES OF PARTICIPANTS
Works must be delivered in sealed container; on the container there must be
written a word or a motto which represents the title of the project; inside
the container there must be securely attached a sealed non-transparent
envelope on which the motto must be written and that must contain the entry
form respecting terms at point... The motto must be of maximum 4 words and
3 numbers.

SUBMITTEN WORKS
Works that must be delivered are:
- Three boards in A1 format, with vertical lay-out, must be sent folded in
A3 format
- A descriptive booklet in A3 format of maximum 10 pages printed on one
side only, containing: A3 papers of reduction of the boards in A1 format,
the relation and motivation of project solutions containing a synthetic
analysis on the respect of the requirements fixed for the project design
demanded in the program and the description of the characteristics and the
solutions proposed, A3 papers with works that complete the project’s
description.
- A slide of every board delivered.
- A jpg or tiff extension file showing the boards and the contents of the
booklet, inside a cd-rom or in 3.5 inch floppy disks.

Designers freely determine the composition of works, as long as the
following terms are included:
- General plan of area and of environmental context of development areas
- Plan of area of intervention
- Plans, front elevations and significant cross-sections describing
the technical characteristics and the technological solutions proposed.
- Perspectives and/or axonometrie and/or any other representation suitable
for showing the project solutions.


LIABILITY

The presentation of works exceeding what specified, the untruthful
self-certification, will determine automatic exclusion of group.

RIGHTS AND PUBLICATION
The competition’s promoters have full property of the winning projects and,
in respect of the author’s copyright, the right to show and publish all
projects submitten, and the authors cannot ask for any right of economical
kind.
The contractor has right to verify, after eventual definition of technical
aspects, the forms of involvement of winners.

JURY
The jury consists of seven permanent members and five temporary members,
and it elects its own President. In case of absence, one or more members
are replaced by temporary members, decision taken by the President.

TECHNICAL COMMISSION
Works will be first examined by a technical commission that will value its
correspondence to terms fixed in competition. The commission, formed by
three experts nominated by the promoters, will arrange a report for the jury.

ANNOUNCEMENT OF WINNERS
Results will be let known by the 31st of january 2002
The jury will show the winning, the distinguished and the mentioned
projects. The winners’ names will be available on the internet site of
competition. The prize-giving will occur in public place and at the same
time there will be an exposition of projects and publications .

ACCEPTANCE OF COMPETITION’S REGULATION
Participating in the competition, the competitors accept all terms of
announcement. Any derogation will be reported to the technical commission
and subjected to the judgement of jury. Only the jury is responsible of
possible exclusion of a competitor.

TRANSPORT
The participants must take care of forwarding charges and, if wanted, of
works’ insurance.

PRICES
For each project area the jury will decide:

DISPUTES
Except for the specific terms of this competition, we refer to the terms
regarding architecture and town planning competitions established by the
UNESCO General Conference in 1978. For possible disputes not solved in a
friendly way, must appeal to the Foro di Roma.
