Call for Entries
The Bauhaus Dessau Foundation will be presenting the International Bauhaus Award
for the second time on October 26th 2002. Prizes will be awarded for exemplary
projects dealing with the effect that information and communication technology -
ICT - (mobile telecommunications and the Internet) has on urban space and the
urban public. The International Bauhaus Award is aimed at young designers,
academics and groups in the categories of architecture and urban design, art and
design, and academic and theoretical work. The closing date for entries is
Monday, September 2nd 2002.
Subject matter
TeleCity: How does information and communication technology (ICT) change
urban spaces? Projects are being sought for the International Bauhaus Award
which deal with the interfaces between people and technology - human/ICT
interfaces - or with space and technology in an urban context. Leaving aside
futurological hype and apocalyptic phobias, the projects should focus on the
complex interweaving of real worlds and virtual worlds and the impact they have
on urban space and urban public life. Irrespective of whether the entry concerns
a built project, an architectural design or urban design, a performance,
artwork, academic research, a study, concept or essay, the most important thing
is that it should focus on changes in urban structures caused by ICT.
Conditions of entry
· Entrants must be born after September 1st, 1962 - younger than 40 years.
This relates to individuals and all members of a group.
· Only one piece of work may be submitted per entrant or group.
· Persons or groups who work for or in the Bauhaus Dessau Foundation at the
time of the call for entries are excluded from participation.
· Co-authors must be named in the project description.
Criteria
· The originality of the contribution.
· The quality of its form and content.
· The thematic relevance and the conceptual foundations of the contribution
must be exemplary.
· The connection between the contribution, the subject matter of the call for
entries and the category in which it is submitted must be readily apparent.
· The work submitted may not be more than two years old at the closing date for
entries for the International Bauhaus Award.
· The work submitted can contain results that have already been published.
o If the work concerns an architectural, urban design, art or design project
that has been built or realised, the date of the official completion or formal
opening applies.
o If the work concerns a film or television production, the date of the first
screening counts.
o If the work concerns an Internet production, the day that the project first
went online counts.
o If the work has been published, the year in which it was first printed
applies.
o If the work is a master's, doctoral or postdoctoral thesis, the date of
submission applies.
Jury
The selection procedure for determining the winners of the International
Bauhaus Award will consist of three stages: 1. examination commission, 2.
preliminary jury, 3. international jury. The examination commission will
establish whether the entries are complete and thematically relevant. The
preliminary jury will select three potential prize winners from each category,
who will be invited to a public presentation of their work in front of an
international jury at the Bauhaus Dessau Foundation. The international jury will
choose the prize winners. Details of the selection procedure are contained in
the rules and regulations of the International Bauhaus Award.
The preliminary jury for the International Bauhaus Award 2002 will be made up
of the following members:
1. Omar Akbar, Director of the Bauhaus Dessau Foundation.
2. Regina Bittner, project coordinator at the Bauhaus Dessau Foundation.
3. Werner Möller, project coordinator at the Bauhaus Dessau Foundation.
4. Angela Zumpe, media artist, Berlin/Dessau.
5. Daniela Haufe, graphic designer, Berlin.
6. Inke Arns, media theorist, Berlin.
7. Martine de Maeseneer, Brussels (invited).
8. Perter Trummer, architect, Rotterdam.
9. Stefan Wittemann, architect, Rotterdam (invited).
The jury for the International Bauhaus Award 2002 will be made up of the
following members:
1. Omar Akbar (Chairman), Director of the Bauhaus Dessau Foundation.
2. Ursula Maier-Rabler, communication theorist, Salzburg.
3. Lev Manovich, net artist, Los Angelas (invited).
4. Hans Dieter Huber, media theorist and artist, Stuttgart.
5. Olia Lialina, net artist, Stuttgart.
6. Lars Spuybroek, architect, Rotterdam (invited).
7. Stephen Graham, urbanist, Newcastle.
Documents to be submitted
Those interested should submit the following documents and information media:
· One-page biography in English (groups: a one-page biography per group
member) - 10 copies.
· One-page project description in English - 10 copies.
· Depending on the category and type of project: 1 CD-ROM or 1 DVD or 1 video
(VHS) or 1 bound text or 1 publication.
o In the categories architecture and urban design, art and design, planning
documentation will only be accepted in digital form.
o Projects on CD-ROM must be presented in a manner that will enable the members
of the jury to understand the content in a maximum of 15 minutes.
o Videos and DVDs may not be longer than 15 minutes.
o Projects on ZIP or diskettes will not be accepted.
· Entrants in the category of academic and theoretical work must submit a
project description together with a summary of their work in English that should
not exceed 10 pages - 10 copies.
· Author's declaration including a declaration of consent from any co-authors -
single copy.
· A declaration indicating that the entrant is willing to present his or her
work in public in front of an international jury at the Bauhaus Dessau
Foundation, should he or she be included amongst the potential prize winners -
single copy.
Presentation of prizes
The prizes will be presented by a special guest in a public ceremony at the
Bauhaus Dessau Foundation on October 26th 2002. Details of the presentation will
be announced on the Bauhaus Dessau Foundation web site.

The following prizes will be awarded in the architecture and urban design
category:

theoretical work:

In addition, the winner of the first prize in each category will be invited
to a four-week period of residence at the Bauhaus Dessau Foundation
(accommodation, daily allowance and basic media equipment provided).

Entries date-stamped later than September 2nd 2002 or received after
September 8th 2002 will not be considered.
Please indicate the entry category on the envelope.
The examination commission will start work on September 9th 2002. The
preliminary selection of potential prize winners by the preliminary jury will
take place on September 19th. The international jury will meet on October 24th
and 26th. The presentation of the short-listed entries, the announcement of the
prize winners and the presentation of the prizes will take place on October 26th
2002 at the Bauhaus Dessau Foundation.
The decisions of the examination commission, the preliminary jury and the
jury are incontestable. There is no recourse to the courts.
Rules of Procedure
Since 2000, the Bauhaus Dessau Foundation has awarded the International
Bauhaus Award every two years in the categories of architecture and urban
design, art and design, and academic and theoretical work. The International
Bauhaus Award is presented to young designers, academics or groups for exemplary
work. The prize-winning entries are chosen in three stages by an examination
commission, a preliminary jury and an international jury. The Bauhaus Dessau
Foundation appoints the members of the examination commission, the preliminary
jury and the international jury. They work independently in accordance with the
following rules of procedure, which they recognise upon accepting their
appointment.
Section 1 Call for entries
(1) The call for entries for the International Bauhaus Award shall contain an
explanation of the rules for participation.
(2) The decisions of the examination commission, preliminary jury and jury shall
be based on the call for entries issued by the Bauhaus Dessau Foundation.
(3) Members of the examination commission, preliminary jury and jury shall not
be entitled to apply for changes to be made to the call for entries.
Section 2 Examination Commission
(1) The independent examination commission appointed by the Bauhaus Dessau
Foundation shall examine the contributions submitted for the International
Bauhaus Award.
(2) The examination commission shall be made up of four members.
(3) A maximum of three members shall be employed by the Bauhaus Dessau
Foundation.
(4) All the members of the examination commission shall be chosen by the Bauhaus
Dessau Foundation.
(5) The Bauhaus Dessau Foundation shall appoint the members of the examination
commission for the duration of the procedure. The members may be reappointed for
future International Bauhaus Awards.
(6) The examination commission shall make its decisions independently.
(7) The members of the examination commission shall work in an honorary
capacity. The Bauhaus Dessau Foundation shall reimburse travel and accommodation
expenses, as laid down in federal legislation on travel expenses, in accordance
with the amount of work done.
Section 2.1 Tasks of the Examination Commission
The examination commission shall be responsible, in particular, for
· examining and classifying entries in the categories of architecture and
urban design, art and design, and academic and theoretical work;
· checking that the entries are complete;
· eliminating entries that are not complete;
· ensuring that the material submitted is in proper working order (CD-ROM, DVD,
video);
· requesting material that is in proper working order, should the necessity
arise;
· establishing a sequence for the presentation of the remaining entries to the
preliminary jury:
· drawing up a report.
Section 2.2 Decision-making criteria
(1) Having established that an entry is complete, the examination commission
shall decide on whether it is to remain in the assessment procedure.
(2) The examination commission shall be entitled to recommend that the
preliminary jury re-include outstanding entries in the procedure that had to be
disqualified because they were incomplete. A recommendation of this kind shall
be made to the preliminary jury in writing.
Section 2.3 Elimination procedure
(1) Examination and classification of entries in the categories of
architecture and urban design, art and design, and academic and theoretical
work.
(2) Ascertainment of entries that are not complete.
(3) Elimination of entries that are incomplete.
(4) Drawing up a report and, if appropriate, a letter of recommendation for the
preliminary jury.
Section 2.4 Meetings, decisions
· The examination commission shall always make its decisions in meetings.
· At least one meeting shall take place to establish which entries are to be
eliminated.
Section 2.5 Decision-making process
· A quorum shall exist when three-quarters of the members of the examination
commission are present and one of the remaining members does not work for the
Bauhaus Dessau Foundation.
· Decisions shall be made jointly in accordance with the decision-making
criteria laid down in Section 2.2. This shall not require the taking of a vote.
· If one of the members of the examination commission is prevented from
attending for pressing reasons, he/she shall not be able to participate in the
decision-making process in writing.
· The decision of the examination commission shall be final.
Section 3 Preliminary Jury
(1) An independent preliminary jury appointed by the Bauhaus Dessau
Foundation shall undertake preliminary selection of the candidates for the
International Bauhaus Award.
(2) The jury shall be made up of nine members.
(3) A maximum of three members of the preliminary jury shall be employed by the
Bauhaus Dessau Foundation. The director of the Bauhaus Dessau Foundation shall
always be a member of the preliminary jury.
(4) The members of the examination commission and the preliminary jury shall not
be identical.
(5) The Bauhaus Dessau Foundation shall appoint the members of the preliminary
jury for the duration of the procedure. The members may be reappointed for
future International Bauhaus Awards.
(6) The preliminary jury shall make its decisions independently.
(7) The members of the preliminary jury shall work in an honorary capacity. The
Bauhaus Dessau Foundation shall reimburse travel and accommodation expenses, as
laid down in federal legislation on travel expenses, in accordance with the
amount of work done.
Section 3.1 Tasks of the Preliminary Jury
The preliminary jury shall be responsible, in particular, for
· examining the entries to establish whether they are worthy of an award;
· selecting a minimum of three and a maximum of four potential prize winners in
the categories of architecture and urban design, art and design, and academic
and theoretical work;
· drawing up a report.
Section 3.2 Decision-making criteria
In assessing the entries, the preliminary jury shall ascertain whether they
fulfil the criteria laid down in the call for entries.
The following decision-making criteria shall be applied:
· the contribution submitted shall not have been completed more than two
years before the closing date for entries for the International Bauhaus Award;
· the contribution shall be relevant to the subject matter of the call for
entries in the respective category;
· the contribution shall be original;
· the contribution shall satisfy the quality criteria in terms of its form and
content;
· the thematic relevance and the conceptual foundations of the contribution
shall be exemplary;
· potential prize winners shall declare their willingness to present their work
to an international jury in public at the prize presentation ceremony. The
presentation shall take place at the Bauhaus Dessau Foundation. The Bauhaus
Dessau Foundation shall pay the necessary travel and accommodation expenses as
stipulated in the federal legislation on travel expenses.
Section 3.3 Selection Procedure
· Before the meetings begin, the members of the preliminary jury shall be
given sufficient time to examine the entries submitted.
· The preliminary jury shall select a minimum of three and a maximum of four
suitable entries from the list of prizeworthy entries. The candidates shall be
invited to a public presentation of their work in front of an international jury
and subsequently to the award ceremony at the Bauhaus Dessau Foundation.
· The jury shall view the entries together. There shall be at least two
viewings for each category. The first viewing shall be informal. In the second
viewing the entries to be eliminated shall be named. If the naming of the works
to be eliminated has not been completed after the second viewing, further
viewings shall take place.
· Candidates who have entered for a previous award can only be considered if
they submit a different contribution.
Section 3.4 Meetings, decisions
· The preliminary jury shall always make decisions in meetings.
· The Bauhaus Dessau Foundation shall convene at least one meeting to establish
which candidates are to be invited to a presentation.
· If no prize winner is found after two meetings, the Director of the Bauhaus
Dessau Foundation shall be entitled to convene an additional meeting in his
capacity as a member of the preliminary jury.
Section 3.5 Decision-making
· A quorum shall exist when eight members of the preliminary jury are
present.
· Each member of the preliminary jury shall have a single vote.
· Decisions shall be made by simple majority. Abstentions shall be permitted.
If the number of abstentions exceeds the number of yes votes, the candidate
concerned shall not be deemed to have obtained a majority.
· If a member of the preliminary jury is prevented from attending for pressing
reasons, a vote may be submitted in writing, provided the member of the
preliminary jury concerned has previously had sufficient opportunity to examine
the entries. A vote submitted in writing shall be read out by a member of the
preliminary jury at the end of the meeting. The vote submitted in writing shall
be considered in the decision taken by the preliminary jury.
· The decision of the preliminary jury shall be final.
Section 4 Jury
(1) An independent, international jury appointed by the Bauhaus Dessau
Foundation shall nominate prize winners for the International Bauhaus Award.
(2) The jury shall be made up of a chairman and six members.
(3) The chairman of the jury shall be the Director of the Bauhaus Dessau
Foundation.
(4) With the exception of the Director of the Bauhaus Dessau Foundation, the
members of the examination commission, the preliminary jury and the main jury
shall not be identical.
(4) The members of the jury shall be appointed for the duration of the procedure
by the chairman of the jury acting on behalf of the Bauhaus Dessau Foundation.
The members may be reappointed for future International Bauhaus Awards.
(5) The preliminary jury shall make its decisions independently.
(6) The members of the jury shall work in an honorary capacity. The Bauhaus
Dessau Foundation shall reimburse travel and accommodation expenses, as laid
down in the federal legislation on travel expenses, according to the amount of
work done.
Section 4.1 Tasks of the Jury
The jury shall be responsible, in particular, for:
· awarding the first, second and third prizes in the categories of
architecture and urban design, art and design, and academic and theoretical work
based on the selection of potential prize winners made by the preliminary jury,
· drawing up a report.
Section 4.2 Decision-making criteria
In passing judgement, the jury shall ascertain whether the entries and the
presentations made by the entrants constitute a coherent and comprehensible
achievement.
Specifically, the following criteria shall be applied :
· originality of the contribution.
· quality of the entry in form and content.
· quality of the presentation in form and content.
Section 4.3 Selection procedure
· Examination of the entries selected by the preliminary jury. Before the
first meeting begins the members of the jury shall be given sufficient time to
examine the pre-selected entries.
· First meeting of the jury. Discussion of the entries.
· Public presentation of the selected entries by the candidates in front of the
jury.
· Second meeting of the jury. Selection of the prize winners in the individual
categories.
· The jury's decision shall be based on the overall impression created by the
entry and the presentation.
· Public announcement of the prize winners.
Section 4.4 Meetings, decisions
· The jury shall always makes its decisions in meetings.
· The prize winners shall be established in two meetings convened by the
chairman.
Section 4.5 Decision-making
· A quorum shall exist when at least five members of the jury are present.
· Every member of the jury shall have a single vote.
· Decisions shall be made by simple majority. Abstentions shall be permitted.
If the number of abstentions exceeds the number of yes votes, the candidate
shall not be deemed to have obtained a majority.
· If a member of the jury is prevented from attending for pressing reasons, a
vote may be submitted in writing provided the jury member concerned has had
sufficient opportunity to examine the entries. A vote submitted in writing shall
be read out by the chairman at the end of the second meeting. The vote submitted
in writing shall be taken into account in the jury's decision.
· The jury's decision shall be final.
Section 5 Confidentiality and data protection
Since individual data will be processed during the selection procedure, all
the members of the examination commission, the preliminary jury and the jury
shall be bound to observe secrecy and to handle the entrants' documents with
care. After the award-winning ceremony, the documents shall either be returned
to the entrants, kept in a safe place or destroyed.
