Monterey County, located on the central California coast, is facing a
housing crisis. Real estate and construction costs are greatly outpacing incomes
at all levels, making housing in the county difficult or impossible to attain.
AIA Architects have been asked by the area's US Congressional Representative and
governmental leaders to respond to this challenge with visionary and viable
solutions.
The American Institute of Architects, Monterey Bay Chapter (AIAMB), in
collaboration with AIA California Council, AIA National, and with local,
regional, state, and federal governmental support, is hosting an international
competition, "Concepts," to create housing solutions to benefit and
sustain Monterey County communities.

Monterey County, located on the central California coast, is facing a housing
crisis. Real estate and construction costs are greatly outpacing incomes at all
levels, making housing in the county difficult or impossible to attain. AIA
Architects have been asked by the area's US Congressional Representative and
governmental leaders to respond to this challenge with visionary and viable
solutions.
The American Institute of Architects, Monterey Bay Chapter (AIAMB), in
collaboration with AIA California Council, AIA National, and with local,
regional, state, and federal governmental support, is hosting an international
competition, "Concepts," to create housing solutions to benefit and
sustain Monterey County communities.
Competition program phases:
The competition is open to architects, design professionals, urban planners,
students, and others interested in housing, conservation, and development
issues. It is web-based. William Liskamm, Fellow of the American Institute of
Architects, is director of the project, bringing a high level of knowledge and
experience gained from his administration of more than 40 successful
competitions of this kind throughout the United States.
During Phase One, competitors will choose from among several categories of
identified need and will prepare a graphic representation of a proposed
solution. These could include increasing mixed uses, special treatment of infill
areas, housing for agricultural workers as well as housing for the workforce of
resort areas and the tourist/hospitality industry.
Innovations in transportation and water reclamation are sought, as well as
visionary ideas for redevelopment, preservation and unification of historic
sites and buildings with residences as well as private enterprises; new growth
areas, new construction, and prototype housing designs for middle-income as well
as lower-income homes.
Contestants will have the opportunity to study relevant data about the
environment and population and background information about Monterey County on
CONCEPTS' web site, as well as recommendations for categories or types of
housing sought. General Plan information and photographic images are found on
Monterey County's web site.
The public will have the opportunity to view all of the entries in a special
exhibit, and will be able to examine and comment on each submission. The jury,
comprised of professional and local representatives, will select finalists to
proceed to Phase Two.
In Phase Two, top winners will be provided with commissions to develop their
concepts in detail, showing how they could be implemented on actual Monterey
County sites.
In Phase Three, the fully developed designs will be presented in an another
exhibit before the public, local governments and developers so that they may
choose projects to be developed on real sites.
Monterey County and the cities have identified housing and environmental
problems and urge the community to look for solutions. CONCEPTS project will
provide the highest caliber visionary and practical ideas and designs —
solutions — that the community can study. Not only will CONCEPTS provide
ideas, but it will encourage the public to choose to do something about the
housing problems which have concerned the community for so long.
Schedule:
Registration applications for Concepts Competition — Phase One will be
available on the competition website beginning August 1, 2002. Registration
applications will be accepted by the Concepts Competition Committee from August
1, 2002 through the competition submission due date of October 31, 2002.
The competition materials, in digital format, will be publicly available for
downloading from the competition website on August 30, 2002. An identical
version on CD-ROM, as well as a printed version of the competition materials,
will be for posted by conventional mail, beginning August 30, 2002, provided an
additional fee from registered applicants, yet to be determined, has been
received by the Concepts Competition Committee.
As mentioned above, the Competition Committee will accept Concepts
Competition
Phase One submissions until 6:00 PM (PST) on October 31, 2002.
Concepts Competition — Phase One jury review will occur November 22 & 23,
2002 with Competition awards announced on November 24, 2002.
Concepts Competition — Phase Two will begin February, 2003.

Registration:
The Professional Registration Fee is $125 (US) per submittal ($75 for
contestants registering before Sept. 15, 2002).
The Student and non-Professional Registration Fee is $25 (US) per submittal
($15 for contestants registering before Sept. 15, 2002).
Registration will remain open until Oct. 31, 2002 (the due date for
submittals).
Student and non-Professional submittals will be exhibited and judged in a
special category of awards. Students and non-professionals may enter the
Professional Category with payment of the Professional Registration Fee.
Only submittals from competitors who have registered and paid the
registration fee will be publicly exhibited and reviewed by the Jury.
