The project of Cisanello "central park" in Pisa is aimed at meeting a need, expressed many times in the recent past: the need of giving quality to the old city expansion and to begin an overall action, which allows for the connection between the aspects of an urban design and the management of the territory, in a dimension that goes beyond the city's boundaries. 

Within the "central park", the creation of the new Seat of Pisa's Provincial Authorities is foreseen, the core of a range of urban events and of an environmental context, which should evolve according to target-specific guidelines, aiming at the recovery of an ideal relationship with the Monti Pisani and the river Arno. The proposed solution should also be a stimulating idea for further projects, which should no longer be out of context, thus helping for the recovery of the relationship between old and new values.

Description of the tender
The project of Cisanello "central park" in Pisa is aimed at meeting a need, expressed many times in the recent past: the need of giving quality to the old city expansion and to begin an overall action, which allows for the connection between the aspects of an urban design and the management of the territory, in a dimension that goes beyond the city's boundaries. 

Within the "central park", the creation of the new Seat of Pisa's Provincial Authorities is foreseen, the core of a range of urban events and of an environmental context, which should evolve according to target-specific guidelines, aiming at the recovery of an ideal relationship with the Monti Pisani and the river Arno. The proposed solution should also be a stimulating idea for further projects, which should no longer be out of context, thus helping for the recovery of the relationship between old and new values.

The foreseen role of the Seat of Pisa's Provincial Authorities is to stimulate the creation of an urban context, able to start activities and social occasions, which go beyond the mere body's competences: it is required that the intervention area should also become a meeting place, within a relevant matter of a green park.

Therefore, it will turn out to be a part of the city, which should re-establish the functional and visual relationship with the neighbouring environments, which should be a qualified "place", rich in architecture and throng, thanks to activities, complementary to the foreseen primary functions.

An important sign and an occasion of urban qualification are the extensive aims expressed by the Provincial Body, who wants to create, through these works, an appealing reference for architecture-lovers, with subjects that are not episodes, but a complete system of open and close spaces, linked by a connecting fabric, an alternation of squares, streets and important green areas. 

The Province need of creating a "Seat" and the City need of creating a new pole of urban aggregation represent an unexpected occasion. In order to achieve these aims, it seems essential to implement a design project that, from the original lorenese order, will be able to finally implement some proposals, which are able to represent, with the necessary seriousness, a reflection on the urban structure of the whole settlement and a project for the park and the "Seat" of such a depth, to really become the main force of the strategy we chose.

In line with the current rules set, this complex matter is now submitted to the design professionals' attention, in order to receive, in the form of a public tender, convincing and measurable answers 

The Provincial Administration of Pisa, Department of Territorial Management, thereinafter referred to as the Auctioneer Body, calls a design tender in two phases, with open procedure, whose subject is the design of the new Seat of the Provincial Administration of Pisa and its location in the Cisanello "central park". The will of creating a meeting and connecting place, a lively and safe space that upgrades the close-by neighbourhoods, makes it necessary to develop the following subjects, within the tender:

1. the global area urban drawing, and its relationships with the neighbouring areas, underlining the subsequent phases of the implementation of the foreseen interventions;
2. the project of the Province new seat, integral part of this action and its first phase of implementation.

The contents of the preliminary Document to the beginning of the design will be used for the participants support, summarized in the guidelines attached to this announcement. 

The area, concerned by the above mentioned transformation, is enclosed by via I. Bargagna, Via di Padule, Via Cisanello and via Monsignor A. Manghi; on the west side, there are the Social Security buildings, whereas the rest of the area is an agricultural or abandoned area. The whole area, that will be transformed, extends over 118,800 square meters.

The general aims of the urban level transformation consist in the creation of a public and private service centre, organised around a pedestrian road network, able to make this area a centre of Pisa east suburb. The "central park" area will have the features of an urban park, fitted with pedestrian areas and equipped green areas.

The implementations, foreseen by this intervention, concern the building of new Law Courts, a seat for municipal Offices and the new Province seat, which is the main subject of this tender. The elements required by the project for the urban transformation are the following:
· to endow the area of a pedestrian central area, connected with
relationship areas towards north and south;
· to connect the area with the north, east and south relationship areas, thus creating seamless areas that allow the overcoming of the existing road network;
· to locate a service parking for park users;
· to locate the three Law Courts, Municipality and Province buildings, in order to architecturally connote the places and to respect the foreseen functional connections, supposing a plan implementation in three different phases, the first including the creation of part of the urbanization works and the creation of the Province seat;
· to design the intervention from an environmental point of view, underlining the relationship with local elements, such as the irrigation system and the agricultural landscape typical of the flooding areas close to the river 
· to design a system of solutions, which should mitigate the polluting (acoustic and atmospheric) impact of the current road network, in order to ensure comfortable conditions to the park users.

From the architectural point of view, the new Seat should be characterised by a recognizable, stable and durable aspect, in line with the features of an Institution, the Province, that wants to present itself with new energy for territorial support. The architecture should summarize the technical, functional and esthetical aspects, with great attention to environmental sustainability and to long-term economy.

The seat change will be a crucial moment for the life of the whole Institution: each employee should come into the new offices with a clear idea of his own role, of his tasks and the related responsibilities. The project preliminary study has outlined a Province already going firmly on the way of internal organizational rationalisation, fitted with proper controls and structures, in order to ensure a high quality standard for the offered services. The project of the new Seat should make it easier to get a final organisational efficiency for the aims and the working groups, trying to improve the meeting and concentration moments of the processes.

The new building will also be the referring point for citizens and territorial institutions and will provide spaces and logistic supports for political and social activities.

Finally, the building should be designed in the highest respect of technical requirements related to operators and users comfort and health, in the view of energy saving and of the reduction of dangerous pollutants in the environment. An advanced technological equipment is foreseen, as far as internal/external communications and safety are concerned, obtained also through the introduction of digital protocol systems, internal networks and personal internal telephones.

An important part of the spaces will be used for functions not strictly related to the institutional role of the Body; recreating activities for employees (bar and self service), commercial activities, also open to the public, and cultural spaces, such as the Provincial Library. These public functions will allow the integration of the building with the neighbouring urban fabric, contributing to the creation of a new way of using the Cisanello area, no more a suburban neighbourhood but a new centre of East Pisa.

The design Tender is divided into two phases:
I Phase: presentation of proposals, in anonymous form, chosen without creating merit lists or prizes.
II Phase: presentation of preliminary projects by a maximum of 7 people, chosen through the evaluation of the proposals made in the first phase.

The assignment of the task for the final and executive design will be negotiated with the final winner, if he/she has the announcement requirements.

The Jury is composed by nine active members and four substitute members, and it is the same for both tender phases.
The proposals of both phases will be examined by the Technical Secretariat, mentioned in the following paragraph 2.7, in order to verify the formal compliance with the announcement's requirements.
In any case, the Jury will take any final decision, also as far as exclusion is concerned, according to paragraph 2.8.

The auctioneer Body appoints a Technical Secretariat, which has the task of verifying the regularity of the tender procedure, the respect of regulations and the existence of the requirements for the participation in the tender. Its members should sign the reports with the Jury's President. For these functions, the Secretariat can be assisted by experts.
