The School of Art and Design of San Jose State University is sponsoring an open
two-stage competition to select a winning design and architectural team for its
new Museum of Art and Design. The new Museum, which will be built on the
University campus near downtown San Jose, will seek to inspire members of the
campus and greater Silicon Valley communities to explore the past, present, and
future influences of art and design on our lives. It is estimated to have a
total project cost of approximately $12 million and will include approximately
35,000 SF of new construction
San Jose is the most populous city in northern California, as well as the
population and psychological center of Silicon Valley. San Jose State
University, founded in 1857, is the oldest public university in California, and
is part of the state's 23-campus state university system, which is the largest
in the U.S. The School of Art and Design serves as the primary public
educational institution in the Valley that focuses on these disciplines. The
School reflects the entrepreneurial and innovative nature of the region through
development of new programs, innovative collaborations with the private sector,
and leadership in the application of computers to art, design, and art history.
The new museum will support a diverse gallery program, one of the largest in the
country, and will serve as a cultural and educational focal point for the
University and the community.

The Sponsor will provide an honorarium of $15,000 (U.S.) to the authors of each
of the five Second Stage competition entries provided they meet the terms and
conditions of this Competition Kit. The Jury will recommend the winning design
to the Museum Advisory Committee following the public presentations, based on
the Jury's opinion regarding which design they feel best meets the Sponsor's
objectives as stated herein.
Final authority for selecting the Plan that will be built rests with the
University President. The winning team that is approved by the University
President will be awarded the first right to negotiate a contract with the
University to provide the requisite architectural services to implement their
design. In the event that the University President selects a design other than
the one recommended by the Jury, the author(s) of the design recommended by the
Jury will receive a cash award of $10,000 (U.S.). This award will be in addition
to the honorarium described above, and will relieve the Sponsor of any further
obligation to the team recommended by the Jury.
The honoraria and cash award shall be paid to each team as follows: $7,500
will be paid at the Second Stage Briefing, and the remaining $7,500 will be paid
within 30 days of the Jury presentations. The payment of the said honoraria and
cash award shall relieve the Sponsor of any further obligation to the
competitors. In addition, the Jury may award Certificates of Honorable Mention
for meritorious designs to competitors during the Jury Review.

This competition will be conducted in two stages. The first stage will be
open to all architects, museum designers, and other design professionals who are
licensed to provide the requisite professional services in the State of
California. Association of out-of-state architects with California-licensed
architects (preferably those familiar with Silicon Valley's environment) is
permitted. All first stage submissions will be anonymous. A Competition Jury
comprised of design professionals will select the five most promising
submissions to become Finalists for the second stage of this competition. Each
Finalist team will receive an honorarium of $15,000 toward their Second Stage
competition costs, to include preparing a study model of their design.
Each Finalist team will be asked to make an oral presentation of their design
to a body consisting of the Jury and University, College, and School faculty,
staff, and interested community members prior to the Jury's recommendation of a
winning design. The Museum Advisory Committee will review the Jury's decision on
the winning design, and will recommend the selection of a winning design to the
University President. The competition winner selected by the Committee, and
approved by the President, will have the opportunity to negotiate a contract for
the requisite professional services to implement their winning design with the
Museum. The selected architectural team must receive pre-qualification from the
California State University system prior to performing any services. Bill
Liskamm, Competition Advisor, FAIA will serve as the Competition Advisor.
The competition schedule indicates that registration is now open. A
registration fee of $50 is required of each competitor. The Competition Kit will
be posted on the University's website (School of Art and Design page) in
mid-October, and a briefing and site visit are scheduled for early November.
First stage submissions are due late in mid January 2003, and second stage
submissions and Jury presentations are scheduled for early April 2003.
This competition will be conducted in two stages according to the schedule described on the following pages. The two stages of the competition
will be conducted as follows:
First Stage: This "idea" or "concept" phase is to convey the
entrant's architectural and urban design concepts for the new museum, and is to
be limited to two 30" x 40" drawings. This material will be sent to
the Sponsor for evaluation by the Jury. Five finalists will be selected by the
Jury to proceed to the Second Stage of this competition. In addition to the five
finalists, the Jury may award Certificats of Honorable Mention for outstanding
designs. All First Stage entries will be anonymous and will be on public exhibit
prior to the Jury review.
Second Stage: Five finalists will be recommended by the Jury for the Second
Stage of this competition based on their First Stage designs for the new museum.
Each finalist (or team) will receive a $15,000 honorarium toward his/her
participation and travel expenses in the Second Stage. Prior to beginning the
Second Stage, representatives of each finalist team will participate in (1) a
site visit and briefing by University and School staff and Technical Advisors,
and (2) a
discussion of the Jury's First Stage comments. If, in the Sponsor's opinion, a
Finalist team does not have the necessary qualifications to provide the
requisite architectural services to implement its design, the team will be asked
to augment its qualifications by associating with other firms of its choice
until the Sponsor is satisfied. A monochromatic study model of each scheme will
be required, under common guidelines to ensure fairness, in the Second Stage.
Each finalist will make an oral presentation to the Jury, University and
School staff, and the public during the Second Stage Jury review. The Jury will
recommend a winner, who in their opinion best meets the Competition Objectives,
to the Museum Advisory Committee. The Committee will review the Jury's decision
on the winning design, and will recommend the selection of a winning design to
the University President. The competition winner selected by the Committee, and
approved by the President, will have the opportunity to negotiate a contract for
the requisite professional services to implement their winning design with the
University. The selected architectural team 7 must receive pre-qualification
from the California State University system prior to performing any services.
All design submittals in both stages will be open to public viewing prior to
the First and Second Stage Jury reviews. A cost consultant, hired by the
Sponsor, will review all First and Second Stage submissions for their compliance
to the project budget.

The design will be subject to the design review procedures and design
guidelines of San Jose State University and to the requirements of all other
applicable regulatory agencies.
The selection of the winning entry shall not constitute an approval of the
design by the Sponsor. If, in the opinion of the Sponsor, the winning entry does
not fully meet all of the Sponsor's objectives, the author of the winning entry
shall, as a first task of the professional service contract, revise the winning
entry sufficiently to meet these objectives. This right to require revision of
the winning entry shall be in addition to the rights granted by the contract
described above.
