the widely publicised and bold new masterplan for the town by architect Will

Yorkshire. The new building will be sited in a very visible location at the
corner of Westgate and Sackville Street. The expected build cost for the new
centre will be £7.5m.

Introduction

and bold new masterplan for the town by architect Will Alsop. Competitors will
be asked to submit designs for a new Digital Media Centre to incorporate office,
café and conference spaces in Barnsley, South Yorkshire. The new building will
be sited in a very visible location at the corner of Westgate and Sackville
Street. The expected build cost for the new centre will be £7.5m.
Eligibility
Entries for the two stage open competition are to be submitted by registered
Architects or Architect-led design teams embracing the professional skills
required for the design of this project. Submissions from individuals or
Practices are both encouraged.
Submission Requirements
In stage one competitors will be asked to submit designs on two A1 foam boards.
Designs will be judged anonymously and a shortlist of up to six teams will be
selected for stage two. In stage two the chosen teams will be invited to develop
their design ideas further, submit two additional A1 foam boards, and present
their scheme at an interview with the assessment panel to answer questions
relating to their submitted work.
The teams invited to present their schemes to the Assessment Panel will be
asked to name a full design team for consideration by the Client. The Client
however intends to appoint its own QS and reserves the right, if felt
appropriate, to select alternative consultants to those nominated by the chosen
Architect.
Assessment criteria:
The following criteria will be applied in the evaluation of design submissions
at both the first and second stages:
(a) compliance with, and imaginative interpretation of, the brief
(b) quality of design
(c) an understanding of the masterplan proposals and a clear and thoughtful
response as to how the new DMC works within the context of the plan and the
immediate surrounding area of Westgate
(d) careful and creative design of the setting of this building, responding to
the Masterplan concept, urban design framework, and integration with existing
developments and likely future adjoining developments
(e) creative consideration of how this building will be viewed from the wider
town centre area and the gateway approach
(f) an innovative response to this new building type, exploring how digital
technologies and the shared, communal ethos of the building uses might influence
the form and organisation of the design
(g) demonstration of integration of sustainability and environmental performance
and management within the design
(h) design of internal and surrounding environment to create efficiency in
organisation, use and running costs and to explore ideas in terms of creative
working environments

First stage submission deadline
Final date for receipt of first stage design submissions is Wednesday 8th
October 2003. These should be sent carriage paid to the RIBA Competitions
Office, 6 Melbourne Street, Leeds, LS2 7PS.
